RECOMMENDED CITY COUNCI ACTION:

Conduct a public hearing under FY 2016-2017 Community Development Block Grant (CDBG) for funding approval and approve Resolution.

ITEM SUMMARY:

Collin County Committee on Aging requested funding to assist with roof repair, including energy efficiency at their public facility site, located at 600 N. Tennessee Street.

The Community Grants Advisory Commission held a public hearing on April 10, 2017 and deliberated to make funding recommendation to City Council of $40,000 for the project. Funding is under the current budget through the City’s Community Development Block Grant.

Funding requests are reviewed and considered in accordance with the Strategic Plan goals expressed in the Housing and Community Development Consolidated Plan; federal and statutory and program requirements; service impacts to the community; past performance, as applicable; duplication of exact services from other agencies; other sources of agency funding and presentation critique, as applicable.

BACKGROUND INFORMATION:

Funding under the request is under the current CDBG funding allocation for FY 2016-2017 (October 1, 2016 - September 30, 2017) for Public Facilities in the amount of $150,000. Funding was approved by City Council on August 1, 2016 (Agenda item 16-755).  This is the first application for use of funding under the category of Public Facilities during the reporting period.

Substantial amendments per the City’s Citizen Participation Plan and regulation require two public hearings and a 30-day public comment period prior to submittal to HUD to approve and update the Annual Action Plan. The City will submit the amendment after May 29, 2017.

FINANCIAL SUMMARY:

Total project is estimated to cost $100,000. Funding recommendation from the Community Grants Advisory Commission is a grant of $ 40,000.  There is no impact to the General Fund and funding for the project is included under the CDBG budget approved by City Council under the FY 2016-2017 program in August, 2016. The agency will use funding to leverage other resources obtained for the repair.  Project will be complete by the end of the program year and the public will be updated on use of funds under the annual CDBG report in December, 2017.
