ITEM SUMMARY:
· This Resolution authorizes a contract with Evergreen Solutions, LLC to conduct a Compensation and Classification Study.
BACKGROUND INFORMATION:
· The current pay plan structure was developed in 1998 by DMG Maximus with the last formal compensation/classification review (by an outside firm) of all positions conducted in 2002, again by DMG Maximus. All remaining reviews were conducted in-house; the last significant structure change was to create separate step structures for Police and Fire in 2006.
· As the City has grown and changed over the years, our existing plan no longer meets the needs of the organization.
· We recognize the need for an independent review of the compensation and classification system to achieve alignment; internal and external equity; and provide a systematic approach to job classification and pay to best manage the opportunities and challenges of a compensation and classification system that is legally defensible and ensures regulatory compliance.
· The City of McKinney issued a request for proposals (15-34RFP) for a Compensation and Classification Study.
· Bid opening of 15-34RFP was held on February 19, 2015.
· Total of seven (7) bids for the Compensation and Classification Study were received.
· A Selection Team consisting of Kathryn Usrey, Rob Daake, Rodney Rhoades, Chris Browning, and Laura Morrow (Human Resources) reviewed and ranked the proposals.
· Of the seven (7) firms that submitted proposals, Evergreen Solutions, LLC was recommended as the best evaluated proposal.
· The total, not-to-exceed, fixed price to complete the compensation and classification study is $68,000.
