RECOMMENDED CITY COUNCIL ACTION:                     

                     Conduct a public hearing on the 2011-12 Annual Action Plan for the Community Development Block Grant (CDBG) funding and approve the attached resolution to adopt the Plan.

 

 

ITEM SUMMARY: 

                     The City anticipates receiving $ 511,257 in CDBG funding from the U.S. Department of Housing and Urban Development (HUD) for the program year October 1, 2011 to September 30, 2012.  The Annual Action Plan is a one-year plan, based on the goals and objectives of the Strategic Plan under the City’s FY 2010-2014 Housing and Community Development Consolidated Plan. This funding leverages local resources and expands the reach of community influence.

 

                     The Community Grants Advisory Commission (CGAC) received funding requests, including 16 agencies and city programs for a total of $808,252 when only an estimated allocation total of $511,257 is available for all funding.

 

                     HUD - as with other federal agencies - received reductions to its FY 2011 funding. Nationally, this impacted hundreds of cities and counties administering local CDBG activities and programs. McKinney’s impact was also significant compared to past years and reductions were made in all areas (Public Services, Housing, Non-Public Services, and Administration).

 

 

BACKGROUND INFORMATION: 

                     The minimum grant award per agency applying for public services funding is $ 5,000.  Under statutory regulations, only 15% of the total CDBG grant can be used for Public Services, making the total of this funding pool,           $ 76,688.

 

Under statutory regulations, 20% of the total grant must be used for Grant Administration.  Housing Services, including Housing Rehabilitation and other Non-Public Services account for the remaining 65% of the budget.

 

A legal notice was placed in the paper providing public notice of funding availability and a Pre-Application meeting was held in March 16, 2011 for interested applicants. Application deadline was April 4.

 

                     The CGAC held public hearings May 11 and May 12 to consider requests.  On May 26, after considerable review and discussion, the CGAC approved recommendations for public comment and City Council adoption of the resolution.

 

Federal regulations require a public comment period of 30 days regarding Notice of Funds prior to a final Public Hearing and the adoption of the Annual Action Plan.  The comment period takes place from June 19 to July 19.  Interested persons have final opportunity for comments at the July 19 City Council Regular Meeting.

 

Reallocation funding of past fiscal years is estimated at $130,000. Under housing activities, the amount will be used for the Housing Rehabilitation Program first, which is anticipated to assist four additional households with major repairs.  The Annual Action Plan will be submitted to HUD no later than the August 11 deadline.

 

 

FINANCIAL SUMMARY: 

                     Funding recommendations for the FY 2011 -12 Plan are listed below.

 

The Samaritan Inn  $ 8,023

Activity:  Support services for homeless shelter residents; funding for a portion of the case management counselor providing individual or group counseling and job placement assistance.

 

Community Lifeline Center, Inc.  $ 8,323

Activity:  Homeless prevention, assisting clients with Emergency Housing and Utility Assistance  including utilities and rent. (Maximum per HUD, no more than three months per client)

 

Health Services of North Texas, Inc.  $ 6,423

Activity:  Funds will be used to support mental health counseling of persons with HIV or AIDS to cope with life skills and health services.

 

Communities in Schools, Dallas  $ 6,923

Activity:  One Child at a Time Program, providing academic and counseling support to at-risk students at Malvern Elementary.  

 

CASA of Collin County, Inc.  $ 7,523

Activity:  Provides funding for salary portion of a casework supervisor to supervise court-appointed volunteers who advocate for neglected or abused McKinney children.

 

Collin County Committee on Aging  $ 8,934

Activity:  Meal on Wheels Delivery Program.  This funding will leverage the meals program to senior citizens five to seven days per week up to four months of the year.

 

Children and Community Health Center  $8,593

Activity:  Salary support for nurse practitioner or physician, to provide medical assistance to uninsured or underinsured low to moderate income clients.   

 

Children’s Advocacy Center of Collin County  $ 5,000

Activity:  Clinical Therapy /Case Management Services for abused or neglected children.                     

 

Community Dental Health  $ 9,023

Activity:  Personnel support of dental staff and dental supplies to supply basic dental care and education, benefiting children, youth, and senior citizens.

 

Boys and Girls Clubs of Collin County  $ 7,923

Activity:  Support program services of the agency’s SMART Moves Prevention and Intervention Program for at-risk youth.

 

North Collin County Habitat for Humanity, Inc.  $ 20,000

Activity:  Vacant Lot Acquisition Program to purchase lots for the purpose of building affordable Habitat homes.

                                          

Housing Rehabilitation Program  $ 312,318

Activity:  Funding of the City’s Housing Rehabilitation Program, including direct services to repair 17 homes, including direct services (including emergency and major repairs), operations staff and program support to implement services.

                     

Grant Administration  $ 102,251

Activity:  Administration and planning costs to administer the CDBG program, including legal notices, supplies, monitoring, training, communications and staffing of administrator.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The CGAC approved the FY 2011-12 CDBG Annual Action Plan on May 26 and recommends City Council adopt the CDBG Annual Action Plan, effective October 1, 2011.
