RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a professional services agreement upon successful negotiations of terms and conditions to provide architectural and engineering services in conjunction with the programming, and master planning for a new Municipal Complex.
• The selected consultant team, Brinkley Sargent Wiginton Architects, Inc., submitted a proposal to provide architectural/engineering programming and master planning in the amount of $306,800.
• A companion item is being considered to amend the 2016-2017 Budget to fund this CIP project.
BACKGROUND INFORMATION:
• Ten firms submitted Statements of Qualifications on March 02, 2017 and were evaluated by members of the McKinney City Manager’s Office and Budget departments along with staff from the MCDC and the Public Works department.
• From the ten firms that submitted, the team of Brinkley Sargent Wiginton Architects, Inc. was selected as the top ranking team.
• Brinkley Sargent Wiginton Architects, Inc. is a professional architectural consulting firm based in Dallas, Texas. The firm’s services include residential, commercial and civic architectural design. This firm brings a wealth of experience specializing in municipal facilities including city halls, public safety buildings, fire stations, senior centers, community centers and maintenance facilities.
FINANCIAL SUMMARY:
• The new municipal complex (FC1707) is a new project and will be funded from the Facilities Construction Fund balance. A Companion Budget Amendment will also be presented to Council on this date.
• The Resolution authorizes the City Manager to execute a professional services agreement with Brinkley Sargent Wiginton Architects for an amount not to exceed $336,800 which includes a contingency amount of $30,000.
