RECOMMENDED CITY COUNCIL ACTION:      
·      Conduct a public hearing on the FY 2012-13 Annual Action Plan for the City's Community Development Block Grant (CDBG) funding and approve the attached resolution to adopt the Plan.
 
ITEM SUMMARY:  
·      The City anticipates receiving $668,386 in CDBG funding from the U.S. Department of Housing and Urban Development (HUD) for program year October 1, 2012 to September 30, 2013.  The Annual Action Plan is a one-year plan, based on the goals and objectives of the Strategic Plan under the City's Housing and Community Development Consolidated Plan.
 
·      The Community Grants Advisory Commission (CGAC) received funding requests, including agencies and city programs for a total of $870,898.
 
·      The CDBG grant is allocated to communities under a needs-based formula.  Under the challenging fiscal climate of year 2011, HUD had the difficult task of reducing CDBG funding across the board, which also impacted the City of McKinney.  Fiscal year FY 2012-13 marks the first time year the CDBG allocation formula will rely on the Census Bureau's data source - The American Community Survey - and the 2010 Census population counts.  McKinney was fortunate to experience an increase in funding, largely due to its strong population growth. This is reflected in an increase of $157,129 from the previous year.
 
·      The increase means McKinney will be able to fully expand CDBG's flexibility to develop other activities such as public services, infrastructure projects, affordable housing, job training, and economic development.  Also, the increase in population growth further allows the City to seek additional Community Development and Housing resources to leverage its CDBG funding.
 
BACKGROUND INFORMATION:  
·      All funded programs will benefit McKinney persons or households.  
 
 
·      The CGAC held public hearings May 9 and May 10, 2012 to consider funding requests.  After considerable review and discussion on May 24, 2012, the Commission approved recommendations for public comment and City Council adoption of the resolution.
 
·      Legal notices were placed in the paper and on the Internet providing public notice of funding availability throughout the application process from April - July, 2012.    The public comment period was June 17 to July 17, 2012.  To further engage ongoing citizen participation, the Department also held a Community Forum on June 28 at the Roy and Helen Hall Library. On July 17, the public has a final opportunity for comment at the City Council's Regular Meeting.
 
·      Under statutory regulations, only 15% of the total CDBG grant may be used for Public Services, making the total funding pool, $100,257. The minimum grant award for Public Services funding is $5,000. Eleven agencies were awarded funding under this program.
 
·      Under statutory regulations, only 20% of the total grant may be used for Grant Administration ($133,677).  Housing and Community Services ($232,162), Lot the Acquisition Program ($15,000) and CDBG Economic Development ($187,290) account for the remaining 65% of the total allocation.
 
·      In addition to the anticipated $668,386 in funding, reallocation of past years' funding is estimated at $150,000. This funding will be used to support activities during the program year under Economic Development to undertake eligible CDBG activities.
 
·      Comments received will be included into the final document with the City's Submission to the U.S. Department of Housing and Urban Development no later than August 15, 2012 for review and approval.
 
 
FINANCIAL SUMMARY:  
·      Funding recommendations, including activity descriptions and recommended amounts are listed below.
 
o      Collin County Committee on Aging      $ 10,995
Project:            Meal on Wheels Delivery Program.  Funding will leverage the program to senior citizens five to seven days per week, up to four months of the year.
 
 
o      The Samaritan Inn      $ 8,600      
Project:      Support services for homeless shelter residents; funding for a portion of the case management counselor providing individual or group counseling and job placement assistance.
 
o      Boys and Girls Clubs of Collin County      $ 9,357
Project:      Funding will provide program support of McKinney youth under the agency's SMART Moves At-Risk Program, an after-school program designed to strengthen decision-making skills, provide prevention strategies and improve parent-child communication and support.
 
o      Communities in Schools, Dallas      $ 9,000
Project:      One Child at a Time Program, providing academic support to students at Burks Elementary.   
 
o      Community Lifeline Center, Inc., Homeless Prevention      $ 10,222
Project:            Homeless prevention, assisting clients with Rental Emergency Housing and Utilities (Maximum per HUD, no more than three months per client)
 
o      Children and Community Health Center      $ 10,844
Project:            Salary support for nurse practitioner or physician, to provide medical assistance to uninsured or underinsured low to moderate income clients.    
 
o      Journey of Hope Grief Support Center      $ 5,308
Project:            Grief counseling and support for McKinney children, youth and adults and their families.
 
o      Health Services of North Texas, Inc.      $ 7,237
Project:      Funds will be used to support mental health counseling of McKinney persons dealing with HIV or AIDS to cope with life skills and health services.
o      The Samaritan Inn, Homeless Prevention      $ 8,201
Project:            Homeless prevention, assisting clients with Mortgage Emergency Housing and Utilities (Maximum per HUD, no more than three months per client)
 
o      CASA of Collin County, Inc.       $ 9,422
Project:            Provides funding for salary portion of a casework supervisor to supervise court-appointed volunteers who advocate for neglected or abused McKinney children.
 
 
o      Community Dental Health      $ 11,071
Project:            Personnel support of dental staff and dental supplies to supply basic dental care and education, benefiting children, youth, and seniors.
 
o      North Collin County Habitat for Humanity, Inc.        $ 15,000
Project:      Under the Vacant Lot Acquisition Program, this agency was awarded funding to purchase lots for the purpose of building affordable Habitat homes.
o      Housing Rehabilitation and Community Services Program      $ 232,162
Project:            Funding of the City's Housing Rehabilitation Program, to repair a minimum of 10 homes, (including emergency and major repairs and removal of lead based paint), and program delivery support to implement rehabilitation.
            The Community Services Program provides program delivery to residents under the principles of service as a community resource; building and supporting neighborhood leadership, including the P.R.I.D.E (Promoting Resident Enthusiasm, Development and Enthusiasm). program and assisting to revitalize neighborhoods with viable solutions.
 
o      CDBG Economic Development Program      $ 187,290
Project:      Program delivery of eligible activities to include eligible infrastructure and commercial rehabilitation projects and job training for LMI persons.
·      Grant Administration      $ 133,677
Project:      Administration and planning costs to administer the CDBG program, including legal notices, supplies, fair housing activities, monitoring, agency and staff training, communications and staffing of administrator.
 
 
BOARD OR COMMISSION RECOMMENDATION:
·      The Community Grants Advisory Commission respectfully recommends City Council to accept the funding recommendations under the 2012-13 CDBG Annual Action Plan, effective October 1, 2012.
