RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a contract with Kimley-Horn and Associates, Inc. (KHA) to provide consulting engineering services for the design of the Stonebridge Bridge over Rowlett Creek Reconstruction for an amount not to exceed $395,000.
BACKGROUND INFORMATION:
• The City’s Public Works Department has experienced ongoing maintenance issues with this bridge and the adjacent street pavement since 2000. Previous attempts by the City to mitigate these issues have seen limited success and have only temporarily stabilized the area.
• Additional issues have been identified on the 30-year old Stonebridge Bridge over Rowlett Creek including: sight distance impairment, nonstandard traffic rail, approach and deck slab cracking, some corroded reinforcement, nonstandard end treatments, abutment riprap cracking, and subgrade failures.
• The reconstruction of Stonebridge Bridge over Rowlett Creek will include a portion of the adjoining roadway as well as addressing the proximity of an adjacent driveway.
• KHA submitted a response to RFQ 15-38 for Roadway Design. They were one of ten firms shortlisted by City Council on October 20, 2015.
• KHA submitted a proposal for this project in the amount of $359,100. In general, the work will include the demolition of the existing Stonebridge Bridge over Rowlett Creek, the construction of a new bridge, addressing an existing driveway conflict, and coordination with franchise utilities in an effort to address the issues identified above. KHA will also be providing construction observation services.
• The preliminary opinion of probable construction cost is $1,677,910.
• The fee for basic services is $148,700 (8.9% of the construction cost) and the fee for special services is $210,400 (12.5% of the construction cost).
• Design of this project is anticipated to take five (5) months to complete. Construction is anticipated to take eight (8) months to complete.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc. for an amount not to exceed $395,000.
• With the approval of this item, $1,605,000 will remain in the ST4334 project.
