ITEM SUMMARY: 

                     This Resolution authorizes a contract with Halff Associates, Inc. (Halff), to provide consulting engineering services for an alignment study of Laud Howell Parkway for an amount not to exceed $225,000.

 

BACKGROUND INFORMATION: 

                     In 2009, the City Council approved an alignment for Laud Howell Parkway from US 75 to FM 1461/Lake Forest Drive.

                     Over the past six years, the City has developed a sector plan for the northwest sector and property ownership along the approved alignment has changed.

                     In an effort to provide the most appropriate location for this principal arterial with regard to development within the northwest sector as well as crossing the Honey Creek flood plain, a comprehensive review of alignment alternatives is needed. 

                     The alignment study will evaluate three possible alignments for Laud Howell Parkway from Trinity Falls Parkway to FM1461/Lake Forest Drive. The length of the roadway is approximately 3.5 miles.

                     The alignment study will evaluate each of the proposed alignments using a decision matrix. This includes project costs, impacts to property owners along the corridor, environmental impacts, and maximizing the land use in the area. 

                     Laud Howell Parkway will require the crossing of Honey Creek. The Northwest Sector Study calls for a gateway structure to be developed at this crossing. The study will prepare multiple concepts for the gateway structure.

                     Halff submitted a proposal for the alignment study of the new roadway in the amount of $204,000. The estimated cost of the proposed roadway is $30,000,000.

                     Halff was selected for this project based on their experience with similar projects and their performance on other City of McKinney projects.

                     Halff submitted a response to RFQ 15-38 for Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015.

                     The alignment study for this project is anticipated to take three months to complete.  Design of the project will begin after an approved alignment has been selected by the Council. A supplemental agreement will be negotiated and executed at that time.

FINANCIAL SUMMARY: 

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Halff Associates, Inc., for an amount not to exceed $225,000.

                     The eastern portion of the project (from the current western terminus to Honey Creek) is included in the 5-year Capital Improvements Program in the amount of $19,500,000, of which $1,890,456 has already been funded by FY2015 bonds.

                     It is anticipated that the un-programmed remainder of the project will be funded through development of adjacent properties along the arterial.

                     With the approval of this item, $1,665,000 will remain in project ST4331.
