RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes a professional services contract to provide Construction Manager at Risk services related to the design and construction of Phase 3 of the Public Safety Building located at 2200 Taylor-Burk Drive.
• The selected team, Pogue Construction Company, LP (Pogue), submitted a proposal to provide preconstruction services for an amount not to exceed $10,000, along with a proposed construction services fee of 3% of the cost of construction, for Phase 3 of the Public Safety Building.
BACKGROUND INFORMATION:
• Five firms submitted statements of qualifications and were evaluated by members of the McKinney Police and Fire Departments along with City staff from the Public Works department.
• Pogue Construction Company was the top-ranked firm that responded to the RFQ and they participated in the second step of the CMAR selection process by submitting a proposal including their proposed preconstruction services fee, their proposed construction services fee based upon a percentage of the cost of construction, their proposed general conditions items and their proposed schedule.
• Pogue has successfully completed multiple projects for the City of McKinney, was the CMAR on the original Public Safety Building and is the firm recommended for selection for the project.
• Pogue Construction Company submitted a proposal to provide preconstruction and construction services related to Phase 3 of the Public Safety Building. Terms and conditions are currently under negotiation with City staff. The proposal submitted by Pogue included $10,000 in fees for preconstruction services and fees of 3.00% for construction services.
• Future agenda items will be presented for consideration for the Guaranteed Maximum Price (GMP) and an amendment to this contract for full construction services.
FINANCIAL SUMMARY:
• The Resolution authorizes a professional services contract for Construction Manager at Risk services, for preconstruction services and potential changes to that scope of services, with Pogue Construction Company for an amount not to exceed $12,500.
• Phase 3 of the Public Safety Building (FC2229) was funded within the FY14-15 Capital Improvements Program with general obligation bonds and funds are currently available for this contract.
