RECOMMENDED CITY COUNCIL ACTION:                     

                     Conduct a Public Hearing to for the end of the year CAPER report of the Community Development Block Grant (CDBG) before submittal to the U.S. Department of Housing and Urban Development for review and approval.

 

 

ITEM SUMMARY: 

                     Regulations for the Community Development Block Grant (CDBG) require grantees to submit a Consolidated Annual Performance Evaluation and Report (CAPER) to HUD within 90 days of the close of each grant year.

                     The CAPER is a combination of reports generated by the U.S. Department of Housing and Urban Development (HUD) reporting system and a narrative written by the city.  Items addressed in the CAPER include:

o                     Assessment of 3 to 5 year goals and objectives, including a review of the past year’s performance, including Housing Rehabilitation and Public Services.

o                     Discussion of the city’s actions to affirmatively further fair housing.

o                     Number of low and moderate income households assisted with affordable housing.

o                     Discussion of the Continuum of Care actions regarding homelessness.

o                     Discussion of the city’s evaluation and reduction of lead-based paint hazards.

o                     Discussion of public housing initiatives.

o                     Ensure compliance with program and comprehensive planning requirements.

o                     Discussion of resources leveraged within the community.

o                     A self-evaluation regarding activities, schedules and grant disbursements.

 

BACKGROUND INFORMATION: 

                     The CAPER is prepared by the Housing & Community Development Department and submitted to HUD for review and approval in meeting grant requirements.  The primary goal of Grant Administration serves to direct and manage programs and expenditures, while compliance requirements; Funded agencies and programs are monitoring throughout the year and at year-end and the City also takes steps to provide activities to primarily assist low to mod income persons, including outreach and public education.  All previous reports were reviewed and approved by HUD. Upon review of past reports by HUD’s Regional Director, the City of McKinney has continued to meet or exceed compliance requirements. The public participates year-round through citizen participation for the City’s Action plan in July through hearings and outreach year round.  The CAPER reports on those activities.

 

o                     The CDBG program continues to meet or exceed performance measurement goals under Housing Rehabilitation, Public Services and Economic Development.  The primary goal of Grant Administration is to ensure timeliness of expenditures within guidelines and completion of compliance, program monitoring and reporting requirements.  The public receives updates year-round through the City’s Annual Action Plan, public hearings and other public education activities.

o                     Statutory federal requirements state up to a 20% cap of the entire funding grant may be used for Administration/Planning; and up to a maximum of 15% of the total grant may be used for Public Services. The remaining 65% percent of the grant funds other Housing and Community Development activities including Housing Rehabilitation and the beginning of the CDBG Economic Development Program.

o                     Eligible activities must primarily assist low-to-moderate income persons and the City and its subrecipients must meet a 70% requirement for use of funds. The City continues to exceed the requirement at 90% or higher.

o                     The public comment period runs December 6 to December 20. During this period, the CAPER report will be available to the public online, at the office of the Housing & Community Development Department and the Roy and Helen Hall Library. A minimum of 15 days and at minimum one public hearing before the report is submitted to HUD.  The CAPER will be open for public hearing at the December 17th City Council Regular Meeting. The report will be submitted to HUD after December 20.

 

FINANCIAL SUMMARY: 

                     The FY 2012-13 CDBG grant allocation totaled $686,386 and the program expended $631,506.27 for the program year. Unspent funds are reallocated back into the program for use. It is required to assist at minimum 70% low to moderate income (LMI) persons with funding; the City assisted more than 90% LMI persons.  FY 2012-13 unspent funds are a combination of remaining funds under Housing Activities, Grant Administration, Economic Development or Public Services. Unspent funds are not lost, but reallocated back into the program for use in the following year under FY 14.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Community Grants Advisory Commission reviewed CAPER activities and accomplishments through staff reporting on November 21, 2013 and recommended approval.  Upon approval by City Council, the year-end CAPER will be submitted to HUD after December 17 for receipt by the required deadline of December 27, 2013.
