ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with McInnis Brothers Construction, Inc. for the construction of the Stonebridge Lift Station Phase 1 Improvement Project (WW1853) for a total contract amount not to exceed $ 960,000.

 

BACKGROUND INFORMATION:

                     The Stonebridge Lift Station is located at the southwest corner of US 380 and Stonebridge Drive.  The lift station was constructed in 2003 and serves the general area of the City bounded by US 380, Coit Road, Virginia Parkway, and Stonebridge Drive.

                     Public works operations staff have identified several electrical issues at this location that, if not addressed, could cause the lift station pumps to fail.  A pump failure would result in a sanitary sewer overflow (SSO) into the natural environment. 

 

                     This project will furnish and install a backup pump system that includes a standalone pump and motor that will meet the buildout flows. The pump and motor use a float system with an internal battery to start the motor; therefore, the backup pump system does not require electrical power or controls to operate.

                     A shelter will be provided over the existing electrical control panels to help limit the exposure to the weather.

                     This project will require temporary by-pass pumping with approximately 3,300 linear feet of temporary by-pass force main line for construction of these improvements.

                     Birkhoff, Hendricks & Carter, LLP (BHC) prepared the construction plans for this project.

                     Due to the complexity of the project, the Request for Competitive Sealed Proposals (RFCSP) method was selected to offer the City the opportunity to evaluate the potential contractors and determine which proposal offers the best value to the City based on the selection criteria outlined in the RFCSP.

                     On Thursday, March 25, 2021, three (3) Competitive Sealed Proposals were received for Bid No. 21-32CSP.

                     An evaluation team comprised of three City employees and one employee from Birkhoff, Hendricks & Carter, LLP reviewed and ranked the proposals based on the following criteria for a possible maximum score of 100 points:

o                     20 Points:  Proposer’s Narrative Approach to Project

o                     30 Points:  Contractor Qualifications

o                     40 Points:  Base Bid Proposal Price

o                     10 Points:  Contractor Safety Record

                     McInnis Brothers Construction, Inc. ranked the highest in the categories above.  Additionally, their Base Bid Proposal Price of $835,000 was the lowest proposal.

                     McInnis Brothers Construction, Inc. submitted references and qualifications that were evaluated in accordance with the specifications as noted in the attached Letter of Recommendation from BHC dated April 27, 2021.

                     The evaluation team recommends awarding McInnis Brothers Construction, Inc. the construction contract for the Stonebridge Lift Station Phase 1 Improvement Project (WW1853) based on the above criteria.

                     The contract documents require that all phases of this project be substantially completed within 150 calendar days after issuance of the Notice to Proceed which is anticipated for late May 2021.  An additional 30 calendar days are allowed to reach final completion.  Final completion is estimated to be completed before the end of November 2021.

                     A higher not to exceed amount is being requested in anticipation of unforeseen utility adjustments and bypass piping connection points typically encountered when dealing with an existing and operational lift station.

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with McInnis Brothers Construction, Inc. for an amount not to exceed $960,000.

                     With approval of this item, $5,603,813.21 will remain in the budget for WW1853.
