RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
• This Ordinance will designate the name of Wattley Way for the old alignment of FM 546 that begins at Industrial Boulevard and extends southward to Harry McKillop Boulevard (TxDOT’s new alignment of FM 546)
BACKGROUND INFORMATION:
• The old alignment of FM 546 begins at Industrial Boulevard and extends southward to Harry McKillop Boulevard (new alignment of FM 546). An additional segment of the old designated route runs concurrently along Industrial Boulevard from McDonald Street (SH 5) and Westmoreland Drive.
• The Texas Department of Transportation’s (TxDOT) has recently completed construction of a new alignment of FM 546 which runs between McDonald Street (SH 5) and a point roughly 1000 feet east of Country Lane. The old alignment of FM 546 is in the process of being removed from the TxDOT State Highway System and turned over to the City of McKinney as local City roadways.
• The portion of the roadway from Industrial Boulevard to Harry McKillop Boulevard has historically been referred to only as “FM 546”, with no designated local name. Given that the “FM 546” designation will be removed from this facility, a local name is required.
• The McKinney City Council convened a committee for street naming in October, 2018. The committee selected the name of Wattley Way, in honor of Councilmember Willie Wattley and his dedication and service to the City of McKinney.
• The owners of the five (5) parcels with addresses on this segment of roadway have been informed of the pending change from the name FM 546 to Wattley Way. An additional eleven (11) notices were sent to property owners who hold property adjacent but not addressed to the subject portion of roadway.
• City Staff will install all street name signage and will make all necessary changes to the Comprehensive Plan and to the City of McKinney geographic information systems (GIS), reflecting the name of Wattley Way. Staff will additionally inform the United States Postal Service and Collin County Central Appraisal District of the change.
FINANCIAL SUMMARY:
• Funds to install the street name signage is available in the operating budget of the Engineering Department.
BOARD OR COMMISSION RECOMMENDATION:
• The City Council Sub-committee has recommended the name of Wattley Way for old alignment of FM 546 that begins at Industrial Boulevard and extends southward to Harry McKillop Boulevard.
