RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution
 
ITEM SUMMARY:  
·      The TAPS Board approved the fixed routes on August 27, 2014.
·      Following approval by the TAPS Board, TAPS Staff met with City Staff to discuss all of the stop locations.
·      TAPS current proposal includes the expansion of our existing fixed routes from 2 routes to 7 routes. This expansion of fixed route service is anticipated to reduce the need for required demand response service.
·      Demand Response service must be available to riders with disabilities regardless of distance from a fixed route. Riders without a disability are not eligible for demand response service if they are within 0.75 miles an existing fixed route.
·      While there may be very minor modifications to stop locations and levels of service, TAPS Staff and City Staff have reached an agreement on all stop locations.
·      Before any routes or services which are paid all or in part by the funds provided by the City are modified, TAPS is required by the Interlocal Agreement (ILA) to provide an implementation report describing routes and schedules to the McKinney City Council for consideration and final approval.
·      TAPS would like to implement these fixed routes prior to Thanksgiving 2014.
 
BACKGROUND INFORMATION:  
·      At the May 7, 2013 City Council Meeting the City Council approved a Resolution designating TAPS as the Direct Recipient and the Urban Transit District for the McKinney UZA, contingent upon the successful negotiation of an ILA.
·      On May 21, 2013, City Council authorized the execution of the ILA for the period of June 15, 2013 to May 31, 2015.
·      Under the agreement, the City agrees to pay TAPS $100,000 annually in addition to the appropriation of FTA Section 5307 funds and the award of state urbanized area funds.
·      TAPS has applied for and received $218,500 in grant funding from the McKinney Community Development Corporation to be used for bus shelters, bus stop seating, signage, and bike racks.
·      On October 7, 2014, the City Council approved the MCDC funding provided to TAPS for transportation improvements.
 
FINANCIAL SUMMARY:  
·      TAPS has indicated that due to cost savings realized by reducing the use of demand response, there will be no additional costs for the new fixed routes.
·      As defined in the ILA, the City pays TAPS $100,000 per year in additional state and federal funds provided for the UZA. Additionally, the City provides use of the Gateway parking lot as an in-kind contribution valued at $250,000 per year.
