RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes a contract with Tiseo Paving Company for the construction of Alma Road from Stacy Road to Fire Station #8, and Silverado Trail from Alma Road to Comstock Elementary, for an amount not to exceed $2,300,000.

 

BACKGROUND INFORMATION: 

                     Kennedy Consulting, Ltd. (KCI) designed the project.

                     On February 16, 2012, four bids were received for this project and Tiseo Paving Company submitted the lowest bid in the amount of $2,060,917.23.  This amount is the sum of the base bid, alternate bid 1 and alternate bid 2.

                     The base bid includes all items associated with constructing the paving, drainage, water, sewer, street lighting, and traffic signal.

                     Alternate Bid 1 includes the relocation of the existing wrought iron fence and metal siding fence at the southeast corner of Alma Road and Silverado Trail, as well as relocation of two automatic entry gates. The fence and gates could be relocated by a separate contractor; however, including this wok as part of this contract will give Tiseo full control of the construction phasing which would otherwise be dependent the City’s fence contractor.

                     Alternate Bid 2 provides for the construction of the two eastbound lanes in a temporary alignment, shifting them to the north and in the area where a raised median would have typically been constructed.  This alternate bid provides unit prices for asphalt paving to allow easier removal of the temporary alignment with the construction of the permanent concrete lanes at the time the adjacent tract develops.  However, because of the higher cost of asphalt pavement provided by Alternate Bid 2, we are not recommending award of this alternate bid.

                     Tiseo Paving Company has complied with all requirements of the bid specifications and references for Tiseo Paving Company were satisfactorily verified in accordance with the contract documents and specifications.

                     Notice to Proceed is anticipated to be issued on March 19, 2012.  The time allowed in the contract places the substantial completion (roadway available for traffic) on July 2, 2012 and final completion on July 17, 2012.  First day of school will be on August 27, 2012.

 

SPECIAL CONSIDERATIONS:

                     None.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract (for the Base Bid and Alternate Bid 1) with Tiseo Paving Company for an amount not to exceed $2,300,000.

                     Upon approval of the concurrent Resolution authorizing a CIP Amendment, funding for this project will be available in the Capital Improvements Program ST9114.
