RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution supports a new alignment of FM 546 from SH 5 to west of CR 317.

 

BACKGROUND INFORMATION: 

                     The City of McKinney and the Texas Department of Transportation (TxDOT) have been collaborating on the preliminary engineering and environmental assessment for a new alignment of FM 546 between SH 5 (McDonald Street) and CR 317. 

                     City Council authorized a consulting contract for preliminary engineering and environmental assessment for a new alignment of FM 546 in 2009.  City staff is managing this work under TxDOT guidelines. 

                     TxDOT is required to hold a public hearing to present the anticipated impacts of the project and to receive comments from the public.  This public hearing has been scheduled for July 9, 2013.

                     The subject resolution will be the City of McKinney official statement of support for this alignment and will be submitted to TxDOT at the public hearing for inclusion in the final environmental assessment document. 

                     A public meeting was held with adjacent property owners and other interested parties on March 30, 2010, to receive feedback on the proposed alignment.  Informal discussions have also occurred with several property owners. 

                     City Council designated this roadway as a high-priority transportation project on March 6, 2012.  The Regional Transportation Council subsequently allocated Regional Toll Revenues to the final engineering and right-of-way acquisition for this roadway on October 11, 2012.

                     FM 546 currently follows a meandering route along Industrial Boulevard and around the south end of Collin County Regional Airport.  The existing route includes an at-grade railroad crossing and several 90-degree turns.
