RECOMMENDED HISTORIC PRESERVATION ADVISORY BOARD (HPAB) ACTION:                     

                     Staff recommends approval of the applicants request for a Certificate of Appropriateness (COA) to install metal framed wood louvered shutters aside the windows in the front gable.

 

ITEM SUMMARY: 

                     The owner is requesting permission to install shutters on either side of the gable windows as a solution for the front gable.

 

ASSESMENT:

                     In staff’s professional judgment, the installation of the shutters adds an architectural feature compatible with the massing, forms, and architectural features of houses with similar features and façade styles and is thus in keeping with Secretary of the Interior’s Standards for the Rehabilitation of Historic Buildings Standard Number 9.

o                     Standard 9 States: “New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment.”

o                     In applying Standard 9, new infill buildings within the historic district must be identifiable as a record of the period of their construction rather than literal replications of historic structures. In fill buildings should be compatible and differentiated from existing homes but not so differentiated as to detract from the existing historic context and built environment.

o                     There are precedent examples within the historic district for the tripartite combination of louvered shutters and/or windows in the gable. The addition of the shutters in the proportions demonstrated in the provided elevations create a façade composition compatible with other similarly styled homes historically found in the McKinney Historic District.

 

BACKGROUND INFORMATION: 

                     This house had a COA approved in the fall of 2019 for the construction of new home in the arts and crafts style.

 

                     During construction of the new house, the owner made several changes to the elevations, materials, and architectural features of the house from those approved on the 2019 COA.

 

                     At January 2022 HPAB meeting, Staff presented the applicants request for a COA to approve the changes made to the elevation during construction. At that time, staff recommended approval of most changes with the condition that the front porch column bases be enlarged, and the gable clad with lap siding.  The board posed several alternatives to the design of the gable and the item was tabled until the next meeting.

 

                     The owner enlarged the column bases prior to the next HPAB meeting.

 

                     At the March 3, 2002 meeting, a certificate of appropriateness was approved with condition that the application install lap siding on the gabled area above the front porch roof to match the profile of the siding on the remainder of the house.

 

                     The owner has subsequently made this request.

 

                     Certificates of Appropriateness are typically made at the staff level. This item has been forwarded to the HPAB as the last COA approved for this property was approved by the HPAB in March 2022.
