RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $66,285, as well as all required supplemental agreements thereto, with Birkhoff, Hendricks, & Carter, LLP for professional consulting engineering services for the WA1805 - Virginia Elevated Storage Tank Maintenance Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $73,000.

 

BACKGROUND INFORMATION: 

                     The existing 1.5 Million Gallons (MG) Virginia Elevated Storage Tank located near Custer Road and Virginia Parkway serves the 920 pressure plane of the City’s water distribution system.

                     The existing Virginia Elevated Storage Tank has been identified for paint inspection and possible repainting based on field observations by a third party contractor working for the Public Works Department.

                     The inside and outside of the steel tank paint coatings will be inspected to determine the deficiencies and possible paint repair methods.

                     A topographic field survey of the Virginia Elevated Storage Tank Site will be performed to obtain tank footprint, driveway, fence line and telecommunications equipment and other surface features.  The survey will be used to determine construction access and staging area, ground clearance for the paint shroud that extends from the top of the tank to ground surface, and additional protection for equipment that may be located inside of the paint shroud area.

                     The Opinion of Probable Construction Cost (OPCC) to repaint the EST is $882,200.

                     Birkhoff, Hendricks, & Carter, LLP submitted a proposal of $66,285 (7.51% of the OPCC) to perform the engineering services.  The proposed fee is separated into basic services of $42,206 (4.78% of the OPCC) and $24,079 (2.73% of the OPCC) in additional services.  Additional services will be provided on an hourly basis, as needed during the design and construction.

                     Birkhoff, Hendricks, & Carter, LLP submitted a response to 15-36RFQ for Utility Design.  They were one of five qualified firms shortlisted by City Council on October 20, 2015.

                     They were selected from this group based on their availability to perform the project and their experience with similar projects in the DFW metroplex.

FINANCIAL SUMMARY: 

                     A concurrent Resolution amends the FY2017-2018 Annual Budget and the 2018 - 2022 Capital Improvements Program by providing available funds for the WA1805 - Virginia Elevated Storage Tank Maintenance Project.

                     This Resolution authorizes a contract with Birkhoff, Hendricks, & Carter, LLP for an amount not to exceed $73,000.

                     Funds are available in the Capital Improvements Program WA1805.

                     With the approval of this item, $927,000 in available funds will remain in WA1805.
