RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $374,966 as well as all required supplemental agreements thereto, with Johnson, Mirmiran & Thompson, Inc. for professional consulting engineering services for the Intersection Capacity Improvements at US Highway 380 and Community Avenue Project (ST2011), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $430,000.

 

BACKGROUND INFORMATION:

 

                     The City of McKinney Engineering Department has identified a need for intersection capacity improvements at US 380 and Community Avenue including the addition of additional turn lanes and traffic flow improvements.

                     These intersection capacity improvements have been included in the FY22 Capital Improvement Plan budget for CIP Project ST2011 including:

o                     $800,000 in collected roadway impact fees eligible for use in improving intersection capacity.

o                     $1,200,000 in grant funding approved under the NCTCOG Congestion Mitigation and Air Quality Improvement Program (CMAQ).

                     The scope of improvements under this project include:

o                     Conversion of a single westbound left-turn lane on US 380 to dual left-turn lanes.

o                     Conversion of a single eastbound left-turn lane on US 380 to dual left-turn lanes.

o                     Construction of a westbound right-turn lane on US 380.

o                     Reconstruction of the eastbound right-turn lane on US 380.

o                     Conversion of a single southbound left-turn lane on Community Avenue to dual left-turn lanes.

o                     Associated paving, drainage, grading, lighting, and sign/marking modifications at the intersection to accommodate the improvements.

                     Due to the grant funding associated with this project and the improvements being primarily located on a TxDOT roadway, additional design phase services will be required including meeting TxDOT design specifications, conducting environmental approvals, public involvement, and meeting special bidding and construction permitting requirements.

                     Johnson, Mirmiran & Thompson, Inc. submitted a response to RFQ 21-41 for On-Call Roadway Design Services. They were one of eleven firms shortlisted by City Council on September 7, 2021.

                     Johnson, Mirmiran & Thompson, Inc. submitted a proposal for this project in the amount of $374,966.

                     The preliminary opinion of probable construction cost is $1,348,463.

                     The fee for basic services is $204,130 (15.14% of the engineer’s opinion of probable cost of construction) and the fee for special services is $170,836 (12.67% of the engineer’s opinion of probable cost of construction).

                     Design of this project is anticipated to take approximately 1 year to complete with construction estimated to begin in March 2023.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Johnson, Mirmiran & Thompson, Inc. for an amount not to exceed $430,000.

                     Funds are available in the Capital Improvements Program Project ST2011.

                     One hundred percent (100%) local funds will be utilized for professional engineering design services.

                     Grant funding through the NCTCOG has been previously executed under an Advance Funding Agreement (AFA) between the City and TxDOT who will administer those funds.

                     With the approval of this item, $1,570,000 will remain in ST2011.
