RECOMMENDED CITY COUNCIL ACTION:                     

                     Staff recommends approval of the Resolution.

 

ITEM SUMMARY: 

                     The City Council appointed a Downtown Parking Committee to study the current and future parking needs for downtown and to make recommendations to the City Council on short term and long term solutions.

 

                     On April 19, 2016, the City Council adopted a Resolution supporting a series of short term downtown parking solutions.

 

                     The Downtown Parking Committee met again on April 28, 2016, to shift its focus to long term downtown parking solutions.

 

                     Based on the City’s 2009 Downtown Parking Study’s parking needs assessment for build out conditions, there could possibly be an anticipated shortage of anywhere from 1,400 to 2,500 parking spaces that can only be addressed by constructing structured parking facilities.

 

                     The Downtown Parking Committee recommends the following long term actions:

o                     The City should determine the location of future city hall, looking at property east of Highway 5 as an option.

o                     The Northeast and Southeast sectors of downtown should be considered for future structured parking.

o                     Areas west of Kentucky Street should not be considered at this time for parking structures.  Any consideration of these areas in the future should require structured parking to be appropriately scaled (shorter heights) and buffered from adjacent uses (protect residential uses to the west).

 

BACKGROUND INFORMATION: 

                     The 2009 Downtown Parking Study is attached for more information.

 

FINANCIAL SUMMARY: 

                     None at this time, however, should the City decide to pursue the construction of structured parking facilities and/or municipal facilities complex on property not currently owned by the City, potential development costs may increase to include acquisition fees.
