RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution.

ITEM SUMMARY:

This Resolution amends the 2011-2015 Capital Improvements Program by adjusting the projects funded by the North Central Texas Council of Governments grant as follows:

o                     Decrease the amount of grant funds allocated to Fiber Optic / Intelligent Transportation System Phase 1 (TR8144) by $67,653 and increase the amount of GO Bonds in TR8144 by the same amount.

o                     Add grant funds in the amount of $67,653 to the funding source for Traffic Signalization #2 (TR4037) and decrease the amount of GO Bonds in TR4037 by the same amount.

BACKGROUND INFORMATION:

The City of McKinney received a grant in the amount of $626,121from the North Central Texas Council of Governments for traffic signal system improvements.

This grant provides funds for traffic signal communication software and traffic control center hardware and software.

The grant funds have been incorporated into the Capital Improvements Program in the Fiber Optic / Intelligent Transportation System Phase 1 (TR8144).

The Fiber Optic / Intelligent Transportation System Project is nearly completed and the total amount of grant-eligible expenses will not consume all available grant funds; therefore, grant funds remain available to fund additional eligible traffic signal system improvements.

The work proposed in Traffic Signalization #2 (TR4037) is eligible to be funded by these grant funds.

The transfer of grant funds from (TR8144) into (TR4037) and the transfer of GO Bond funds from (TR4037) into (TR8144) requires a CIP amendment to effect the change.

FINANCIAL SUMMARY:

                     This CIP amendment will:

o                     Decrease the amount of grant funds allocated to Fiber Optic / Intelligent Transportation System Phase 1 (TR8144) by $67,653 and increase the amount of GO Bonds in TR8144 by the same amount.

o                     Add grant funds in the amount of $67,653 to the funding source for Traffic Signalization #2 (TR4037) and decrease the amount of GO Bonds in TR4037 by the same amount.
