RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution.
 
ITEM SUMMARY:  
·      This Resolution authorizes the Deputy City Manager to execute a contract and any supplemental agreements with RJN Group, Inc. to perform a sanitary sewer evaluation study (SSES) for a portion of the sanitary sewer system located generally east of US 75 between Wilson Creek Parkway, and US 380 for an amount not to exceed $460,000.
 
BACKGROUND INFORMATION:  
·      The sanitary sewer evaluation study will identify problems with the existing sanitary sewer system and will be used to select and prioritize projects for ongoing maintenance to reduce inflow and infiltration.
·      Reducing inflow and infiltration results in less flow in the sanitary sewer system, thereby reducing the cost to the ratepayers for treatment by the North Texas Municipal Water District.
·      Minimizing  inflow and infiltration also reduces the frequency of sanitary sewer overflows, thereby ensuring compliance with Texas Commission on Environmental Quality (TCEQ) regulations.
·      The scope of services for this study includes:
O      Smoke testing 204,000 linear feet of sanitary sewer mains.
O      Cleaning and camera inspection of 43,000 linear feet to determine the location and nature of the defects.
O      Inspection of 673 manholes.
O      Preparation of a final report including recommended methods for rehabilitating the identified defects.
·      A proposal in the amount of $418,232.75 has been submitted by RJN Group, Inc. to perform the study.
·      This contract is the sixth phase of the SSES program.
·      RJN Group, Inc. submitted a response to 13-11RFQ for Minor Utility Design.  They were one of seven firms shortlisted by City Council on February 5, 2013.  They were selected from this group based on their availability to perform the project and their experience with similar projects in the DFW metroplex.
·      RJN Group, Inc. is an engineering and information technology services firm with an extensive knowledge of sanitary sewer systems, testing, and the evaluation required.
 
FINANCIAL SUMMARY:  
·      The Resolution authorizes a professional services contract with RJN Group, Inc. for an amount not to exceed $460,000.
·      Funds are available in the Capital Improvements Program in WW8130 Inflow/Infiltration Projects Phase VI.
