Consider/Discuss/Act on a Resolution Approving the 2010-2011 Community Support Grant Funding Allocations

RECOMMENDED CITY COUNCIL ACTION:
• Approve the attached resolution allocating funds from the Community Support Grant as recommended by the Community Grants Advisory Commission.
ITEM SUMMARY:
• City Council established the Community Support Grant program to establish a process for evaluating requests from non-profit agencies that provide activities, programs, and services to residents of McKinney. Organizations, which can be reasonably categorized under the heading of providing a public service that promotes the health, safety and welfare of McKinney residents, are eligible for funding.
• In May 2006, City Council approved Resolution No. 2006-05-086 establishing a policy for prioritizing Community Support Grants for qualified entities serving the City of McKinney and its residents. In April 2010, City Council approved Resolution No. 2010-04-041 further defining the grant application prioritization.
• Applications shall be analyzed for funding in accordance with the following priority of needs based on service impacts to the community, duplication of services from other agencies, other sources of agency funding, and presentation critique:
a. Disaster aid: relief to victims of disaster and to help people prevent, prepare for, and respond to emergencies
b. Basic needs: food and clothing
c. Housing/Shelter: non-financial assistance
d. Health and medical treatment, including mental health
e. Housing: financial assistance
f. Transportation: the sole service being provided
g. Recreation and athletics/sports
• With Resolution No. 2010-04-041, City Council also approved a minimum grant award to an organization to be $3,000. There shall be no maximum grant award amount.
• Applications were received from 24 area non-profit agencies requesting a total of $647,622 in funding, when only $119,700 is available.
BACKGROUND INFORMATION:
• The Community Support Grant Program is designed to establish a process for evaluating requests from non-profit agencies for direct funding assistance.
• As proposed, the Council would consider an annual budget per capita from the General Fund for support of non-profit organizations.
• Other sources of funding for similar projects, such as CDBG, Tourism, and Arts, would not be affected by this program.
• Non-profits must meet the following requirements to apply for funding:
o Proposed use of funds must benefit residents of the City of McKinney.
o Must have been operating for at least one year prior to the application deadline.
o Must be a non-profit, tax exempt 501(c)(3) organization, in good standing with the State of Texas, and must have an active Board of Directors in compliance with IRS Section 501(c)(3).
o Organization must procure and maintain insurance, as required by the City of McKinney.
o Any property taxes or other liabilities due to the City of McKinney must be paid in full.
FINANCIAL SUMMARY:
• City Council approved a budget of $119,700 for FY 2010-2011 for the program which was to be distributed through the Community Support Grant process.
BOARD OR COMMISSION RECOMMENDATION:
• On October 27 and 28, 2010, the Community Grants Advisory Commission conducted public hearings to consider funding requests. On November 18, 2010 the Commission deliberated on the proposed funding requests. No agency was recommended for full funding and four agencies received a recommendation of no funding. The Commission’s recommendations are listed below:
