ITEM SUMMARY: 

 

                     This Resolution will

o                     authorize the Collin County Elections Administrator to conduct the Special Charter Amendment Election to be held on Tuesday, November 5, 2024, as approved by Ordinance #2024-08-058;

o                     authorize a Joint Election Agreement for the November 5, 2024, Elections of the City of McKinney, McKinney Independent School, Collin College, and other entities within Collin County to be consolidated.

 

                     The Joint Election Agreement will allow McKinney voters to be provided with a joint ballot that will include the City of McKinney, McKinney Independent School District, and Collin College.

 

                     The Joint Election Agreement will allow for shared costs associated with the holding of this election.

 

                     The Joint Election will allow eligible voters of McKinney, Texas, to vote at any of the Early Voting / Election Day Voting locations utilized by the Joint Election Participants under contract with the Collin County Elections Administration.

 

                     The proposed services contract / joint election agreement document is attached to this report.

 

                     Election Day Voting will be conducted 7 a.m. to 7 p.m. on Tuesday, November 5, 2024.

 

                     Early voting will be conducted as follows:

 

Monday, October 21-Friday October 25                     8:00am-5:00pm

Saturday, October 26                     7:00am-7:00pm

Sunday, October 27                     11:00am-5:00pm

Monday, October 28-Friday, November 1                     7:00am-7:00pm

Saturday, November 2-Monday, November 4                     no voting

 

FINANCIAL SUMMARY: 

 

                     The City’s election costs for services contracted through the Collin County Elections Administration is $291,869.13. This amount is based on the city representing approximately 11.67% of the voting population for contracted entities. The final expenses are subject to adjustment based on actual final costs.

 

                     Additional costs of approximately $10,250 are related to translation services; publication and distribution of a voter’s information guide; advertisements; and legal notices.

 

                     Election expenses are allocated in the General Fund/Non-Departmental budget 001-9999-403-8516.
