RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution. 

 

ITEM SUMMARY: 

                     This Resolution authorizes a contract with Burns & McDonnell Engineering Company, Inc., to provide consulting engineering and urban design services for the design of the Historic Flour Mill Infrastructure Project, including the following elements:

o                     Paving, drainage, utility, and streetscape improvements on:

§                     Louisiana Street from SH 5 to Throckmorton Street

§                     Greenville Street from Louisiana Street to Andrews Street

o                     Sidewalk improvements on:

§                     Throckmorton Street from Louisiana Street to Virginia Street

§                     Louisiana Street from Throckmorton Street to Old Settler’s Park 

 

BACKGROUND INFORMATION: 

                     This infrastructure reconstruction and retrofit project is the result of a grant awarded to the City of McKinney by the North Central Texas Council of Governments (NCTCOG) in 2010. 

                     The NCTCOG Sustainable Development Competitive Funding Program was created, among other reasons, to encourage public/private partnerships that foster growth and development in and around historic downtowns, main streets, infill areas, and existing or future transit stations. 

                     Construction reimbursement is dependent upon the developer of the Historic Flour Mill meeting certain milestones in the redevelopment of the site, as specified by the Economic Development and Project Plan Implementation Agreement between Bradley S. Kidwell Family LP and Reinvestment Zone #1 approved on April 19, 2011. 

                     On May 8, 2011, the City issued a Request for Qualifications seeking consulting firms interested in the design of various Historic Town Center Infrastructure Projects.  A total of 18 firms submitted their qualifications by the May 26, 2011 deadline. 

                     After evaluating the initial submittals, four firms were invited to present their qualifications specifically for the Historic Flour Mill Infrastructure Project.  These presentations were conducted on July 11-13, 2011 with representatives from the Planning and Engineering Departments. 

                     Burns & McDonnell Engineering Company, Inc. (BMcD) was selected as the most qualified consultant to perform the requested engineering and urban design services. 

                     BMcD is a national firm with an office in Dallas.  Their proposed project team is experienced in both the engineering and urban design principles necessary to successfully complete this project. 

                     A proposal for the engineering and urban design services necessary for this project has been received from BMcD in the amount of $452,855.

                     This project includes a planning phase that is not present in typical engineering contracts.  This planning phase is necessary to analyze options and ultimately select the roadway geometrics and urban design elements that will be applied to the project.  It will include public meetings with neighboring property owners, residents, and other interested parties. 

                     The actual design effort needed will vary based on the options selected in the planning phase.  The proposal received is a conservative estimate based on the most complex options to be considered.  The contract will be structured to compensate the consultant only for the actual design efforts needed, which will result in a lower final cost if less complex options are selected. 

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a design contract with BMcD for an amount not to exceed $470,000. 

                     Funding for this contract is included in the Capital Improvements Program CO1208.
