RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to enter into a new Interlocal Agreement with Collin County to provide funding for the extension of Bloomdale Road from Community Avenue to CR 164. 

 

BACKGROUND INFORMATION:

                     A resolution authorizing an interlocal agreement (ILA) with Collin County was previously approved by City Council in May 2018 for funding the extension of Bloomdale Road from Community Avenue to CR 164 under CIP Project ST4227 (McKinney Resolution No. 2018-05-059).

                     The Collin County Commissioners Court approved the current ILA in July 2018 (Court Order No. 2018-579-07-23).

                     The previous ILA provided a Collin County contribution of $4,000,000 towards a total estimated project cost of $11,000,000 as part of the ongoing partnership to improve County and regional mobility. This is an approximately 36% project funding contribution by Collin County.

                     As of September 2019, actual expected project costs (design, engineering, utility relocation, and construction) have increased to $12,500,000.

                     Collin County, under previous bond program requirements, may contribute a maximum of 50% of the eligible project costs.

                     The City of McKinney currently has an additional $2,119,972 in unallocated funding from the 2003 and 2007 Collin County Bond Program which can be utilized for additional project costs.

                     In order to maximize use of available Collin County bond funding towards the needs of the project, the Engineering Department has requested Collin County rescind the standing ILA for the project and execute a new ILA for the project increasing the estimated project cost to $12,500,000 and requesting a Collin County project contribution of $6,119,972. This is an approximately 49% project funding contribution by Collin County.

                     This item was previously approved on the October 15, 2019 City Council agenda, but was recently identified as having a minor error in the calculation of the overall Collin County contribution amount for the project requiring re-approval of the Interlocal Agreement. A redline copy of the proposed revisions have been included in the agenda item for reference.

                     Upon execution of this ILA, the previous ILA (McKinney Resolution No. 2018-05-059, Collin County Court Order No. 2018-579-07-23) will be considered rescinded and replaced by the terms of the new ILA.

 

FINANCIAL SUMMARY:

                     Upon execution of this revised Interlocal Agreement, the maximum project participation by Collin County for the project will be increased from $4,000,000 to $6,119,972.

                     The McKinney match for this project is available in the Capital Improvements Program in ST4227.
