RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve resolution as described by staff; specifically, “Phase 2 - “Develop Policies to Manage Wireless/5G Rollout | Tasks 1 - 4.3.”

 

ITEM SUMMARY: 

                     In accordance with the City Council Strategic Goal 1A, “Establish regional and infrastructure incentives to increase economic growth / Move forward with a 5G strategic plan for the city…,” staff completed a Requests for Qualification (RFQ) process, inviting firms to submit their qualifications to assist the City of McKinney in developing a wireless/5G strategic plan.

                     After reviewing seven firms’ submittals and interviewing two firms, city staff from the City Manager’s Office, Development Services Department, Public Works Department, Information & Technology Department, and the McKinney Economic Development Corporation concluded that HR Green, Inc., an engineering firm with a variety of experience in such initiatives, was the most qualified firm.

                     Based on HR Green, Inc.’s phased scope of work proposal, staff is recommending a phased approach that assists in the development of policies to manage wireless/5G rollout.

                     Said phase is anticipated to include:

1.                     Evaluation of Health Concerns,

2.                     Review/Revise 5G Policy & Design Standards,

3.                     Conduct Cost Recovery Study,

4.                     Develop ROW Policies & Fiber Master Plan,

5.                     Create and Map Key Fiber Arterials, and

6.                     Conduit Design Guidelines & Construction Specifications.

                     Upon future report back to the city council and staff on findings and recommendations from initial phase, council may move forward with an expanded scope of work outlined in HR Green, Inc.’s proposal.

 

BACKGROUND INFORMATION: 

                     In the 85th Legislative session of Texas, Senate Bill 1004 was passed which;

1.                     Provided a uniform framework for the deployment of network nodes in a public right-of-way,

2.                     Limited the ability of local municipalities to regulate network nodes in right-of-way, and

3.                     Limited revenue collection of local municipalities concerning network nodes in right-of-way.

                     Due to the passing of SB 1004, the City of McKinney updated its code of ordinances, and also established a design manual for the regulation of small-cell nodes in the public right-of-way on September 19, 2017.

                     Over the previous two years, no small-cell nodes have been deployed within the public right-of-way in McKinney, however a limited number of inquiries have been made.

                     During the FY2019 - FY2020 city council strategic goals work session, the council recommended developing a strategic plan relating to “5G infrastructure.”

                     From April 2019 to May 2019 city staff and city council worked on establishing a roadmap for the previously mentioned goal relating to “5G infrastructure,” and ultimately adopted a slate of guiding principles for the strategic planning process.

                     After the established direction of city council, city staff interviewed and evaluated seven different firms for assistance in the development of a wireless/5G strategic plan for the City of McKinney from July 2019 - September 2019.

                     The current item on the October 15, 2019 council meeting is to authorize the city manager to execute a contract with the recommended firm from the mentioned interviews and evaluations.

 

FINANCIAL SUMMARY: 

                     The total cost of the initial proposal is $194,646.

                     This resolution authorizes a contract and all necessary change orders with HR Green, Inc. for an amount not to exceed $64,869.20.  Below is the breakdown:

 

Contract Total: $58,892.00

Project Contingency: $5,897.20

Total NTE: $64,869.20
