Summary
COUNCIL GOAL: Direction for Strategic Growth and Safe & Secure Community
MEETING DATE: October 19, 2021
DEPARTMENT: Fire - Office of Emergency Management
CONTACT: Jeremy Cuddeback, Emergency Management Planner
Karen Adkins, Emergency Manager
ITEM SUMMARY:
• The Office of Emergency Management is seeking adoption of the City of McKinney Hazard Mitigation Plan (“HMP”). The HMP identifies the community’s potential risks, outlines mitigation goals, and identifies risk reduction strategies to be undertaken by the City, subject to available funding, to reduce long-term consequences of natural hazards.
BACKGROUND INFORMATION:
• In response to the rising cost of responding and recovering from disasters, the Disaster Mitigation Act of 2000 (“the Act”) was signed into law on October 30, 2000. The Act encourages cooperation between state and local authorities, tribes, and the community to reduce the effects of disasters. Under the Act, states and local governments must have an approved and adopted HMP in place to be eligible for Hazard Mitigation Assistance, including but not limited to Building Resilient Infrastructure and Communities (“BRIC”) funding and Hazard Mitigation Grant Program (“HMGP”) funding.
• The HMP addresses natural and man-made hazards that can threaten life, property, and the environment in the City of McKinney. The HMP provides strategies that minimize the impact of these hazards with actionable items for all hazards identified within the plan.
• Per FEMA, adoption by the local governing body demonstrates the Jurisdiction's commitment to fulfilling the hazard mitigation goals and actions outlined in the plan. In addition, adoption legitimizes the HMP, thereby authorizing responsible agencies to execute their responsibilities.
• To maintain compliance, the City of McKinney must continue to participate in the HMP planning process as required by FEMA and the Texas Division of Emergency Management and undergo a complete plan update every 5 years.
FINANCIAL SUMMARY:
• Mitigation Action Items identify multiple potential sources of funding to include City of McKinney budget, CIP, storm water funds, state funding sources, and federal grant funding sources such as BRIC and HMGP.
