RECOMMENDED CITY COUNCIL ACTION:      
·      Conduct a public hearing to approve the 2014-2015 Annual Action Plan for CDBG funding and approve the resolution to adopt the plan.
 
 
ITEM SUMMARY:  
  • The City of McKinney anticipates receiving a $ 730,747 allocation in CDBG funding from the U.S. Department of Housing and Urban Development (HUD) for the program year October 1, 2014 to September 30, 2015.  The Annual Action Plan is a one-year plan, based on the goals and objectives of the Strategic Plan under the City's Housing and Community Development Consolidated Plan.
  • The Community Grants Advisory Commission held two public hearings including review of CDBG funded city programs and interested agencies who made application for funding resources.
 
 
BACKGROUND INFORMATION:  
·      Under statutory regulations, only 15% of the total CDBG grant can be used for Public services and 20% of the total grant must be used for Grant Administration.  Other programs including but not limited to Housing, Public Facilities and Infrastructure, and Economic Development account for the remainder of the budget.
       
·      Federal regulations require a public comment period of 30 days regarding Notice of Funds and at minimum two public hearings before the Annual Action Plan is submitted to HUD for review and final approval.  
 
·      Legal notices were placed to provide public notice of funding availability on March 7, 2014 and March 9, 2014 in local newspapers and the city's website. Press releases and other outreach provided opportunities to interested persons to learn about CDBG and the application process. A pre-application meeting was held on March 19, 2014 for interested persons.  The application deadline was April 7, 2014. The Community Grants Advisory Commission held public meetings on May 7, June 11, and July 24.  The public comment period ends on August 13, 2014.
 
·      All written comments provided during the 30-day comment process will be submitted with the Action Plan for final review and approval after August 13, 2014 to the U.S. Department of Housing and Urban Development.   It will take approximately 30-60 days for approval; the program year will begin October 1, 2014.
 
·      In continued public participation, the public will be able to participate in activities over the course of the year and review performance under the Consolidated Annual Performance Evaluation Report in November, 2015.
 
 
FINANCIAL SUMMARY:  
·      The City anticipates receiving an allocation of $ 730,747 for CDBG funded activities and programs and anticipates use of approximately $ 100,000 from reallocated CDBG funds previously approved.
 
 
BOARD OR COMMISSION RECOMMENDATION:
·      The Community Grants Advisory Commission approved the Annual Action Plan on June 11, 2014.
