RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.
ITEM SUMMARY:
· This Resolution authorizes a supplemental agreement in the amount of $98,400 with Kimley-Horn and Associates, Inc., to provide additional professional consulting engineering services for the design of the Bloomdale Road Sanitary Sewer Trunk Line Project for an increase in the not to exceed fee from $260,000 to a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $340,000.
BACKGROUND INFORMATION:
· This project will result in approximately 1,900 linear feet of 8 inch sanitary sewer trunk line and 1,700 linear feet of 12 inch sanitary sewer trunk line that will provide service to the sewer basin that includes service for the Future Fire Training Facility located on City property that is adjacent to the proposed Redbud Boulevard from Wilmeth Road to Bloomdale Road Project.
· Kimley-Horn and Associates, Inc. submitted a response to 13-10RFQ for Major Utility Design. They were one of four firms shortlisted by City Council on February 5, 2013. They were selected from this group based on their availability and their experience with the Redbud Boulevard from Wilmeth Road to Bloomdale Road project.
· Kimley-Horn and Associates, Inc. has completed the design of Redbud Boulevard from Wilmeth Road to Bloomdale Road and 12-inch Water Line Project.
· Kimley-Horn and Associates, Inc. submitted a supplemental agreement proposal for this project in the amount of $98,400. Their scope includes the following additional elements:
o Topographical and boundary survey for the area north of Bloomdale Road. Kimley-Horn will utilize their current topographical and boundary survey for the area south of Bloomdale Road;
o Evaluate and recommend the alignment for the sanitary sewer trunk line;
o Design of approximately 1,900 linear feet of 8 inch sanitary sewer trunk line and 1,700 linear feet of 12 inch sanitary sewer trunk line including connections to the existing 12 inch sanitary sewer line segment crossing under Bloomdale Road and a connection to the existing NTMWD 21-inch sanitary sewer trunk line;
o Evaluate two creek crossings and pipe alignment to determine if USACOE permits will be required. If necessary prepare a Nationwide Permit 12 (NWP 12);
o Provide design and details for two creek crossings;
o Determine construction sequencing and connection details for NTMWD connection;
o Provide erosion control plans;
o Prepare permanent and temporary easement documents for the acquisition of easements where necessary;
o Provide tree survey along the approved sanitary sewer alignment and prepare exhibits for the City's use showing the existing tree type and size within the limits of construction (limits of permanent and temporary easements);
o Preparation of a complete bid package, including plans, specifications, and contract documents;
o Bid phase assistance to the City; and
o Construction phase assistance to the City.
· Construction of this project is estimated to cost approximately $600,000 and is currently funded in the FY2015 Capital Improvement Program. Construction is anticipated to be complete in November 2015, pending timely acquisition of easements.
FINANCIAL SUMMARY:
· This Resolution authorizes a supplemental agreement with Kimley-Horn, for an increase in the not to exceed fee from $260,000 to a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $340,000.
· Funding for this contract is included in the Capital Improvements Program ($206,000 from ST4257, $26,000 from WA4258, and $108,000 from WW4366).
· Kimley-Horn and Associates, Inc. has completed the design of Redbud Boulevard from Wilmeth Road to Bloomdale Road and 12-inch Water Line Project. Therefore, $28,000 of the not to exceed amount was credited to ST 4257.
· With approval of this item $1,611,807 will remain in ST4257, $474,000 will remain in WA4258, and $612,000 will remain in WW4366.
