ITEM SUMMARY:
• This Resolution authorizes the Interim City Manager to execute a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc. for the construction of Lake Forest Drive Extension from Wilmeth Road to Bloomdale Road (ST6093) for a total contract amount not to exceed $4,200,000.
BACKGROUND INFORMATION:
• RLK Engineering, Inc., prepared the construction plans for this project.
• Three (3) bids were received for this project on June 9, 2016. The following is a summary of the bids:

• Mario Sinacola and Sons Excavating, Inc. submitted the low bid in the amount of $3,743,175.45.
• Mario Sinacola and Sons Excavating, Inc. submitted references and qualifications that were verified in accordance with the bid specifications.
• The contract documents require that this project be completed within 270 calendar days after issuance of the Notice to Proceed, which is expected to be issued by the end of July. Construction is expected to be complete by May 2017.
• Right-of-way and easements were acquired for this project in order to construct the two northbound lanes of Lake Forest Drive from Wilmeth Road to Bloomdale Road and a portion of Bloomdale Road east of Lake Forest Drive along with a large multi-box culvert.
• Concrete pavement repair will also be performed on existing Lake Forest Drive per the maintenance agreement reached between the City of McKinney and JFB McKinney / 2003, Ltd. and signed by the City Manager’s Office on June 24, 2014.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc. for an amount not to exceed $4,200,000.
• With the approval of this item, $250,000 will remain in the ST6093 project.
• Funding for the repair work on existing Lake Forest Drive is provided through the JFB McKinney / 2003, Ltd. maintenance agreement in the amount of $83,730.
