RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $1,218,655.06 as well as all required supplemental agreements thereto, with Civil Consulting Group, PLLC for professional consulting engineering services for the Virginia and Throckmorton Infrastructure Improvements (Municipal Complex) Project (ST2235, WA2235, WW2235), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,350,000.

 

BACKGROUND INFORMATION: 

                     The FY22-26 Capital Improvement Program (CIP) includes funding for comprehensive infrastructure improvements to Virginia Street between McDonald Street (SH 5) and Throckmorton Street, and Throckmorton Street between Virginia Street and Lamar Street.

                     Improvements included in the project scope of work include a full reconstruction of Virginia Street between McDonald Street and Throckmorton Street, and Throckmorton Street between Virginia Street and Lamar Street. Design will provide improvements to underground utilities, storm drainage, street paving, pedestrian walkways/ADA accessibility, parking, landscape/hardscape, illumination, and other associated street elements similar to work recently completed as part of the “Light Up Louisiana” project and upcoming construction on East Louisiana Street. The design will complement the visual aesthetic of the adjacent McKinney Municipal Complex (MMC).

                     An intersection evaluation will be performed at the intersection of Virginia Street and Throckmorton Street to determine the feasibility of a small single-lane roundabout versus a traditional stop-controlled intersection.

                     Civil Consulting Group, PLLC (CCG) submitted a response to RFQ 21-41 for On-call Roadway Professional Services.  They were one of eleven (11) firms shortlisted by City Council on September 7, 2021.

                     CCG has assembled a team for this project which includes subconsultants currently providing surveying and landscape architecture services for the MMC project in order to expedite design services and ensure compatibility with those improvements. CCG also led the design phase services of the recently completed “Light Up Louisiana” project as well as other projects similar in scope.

                     Civil Consulting Group, PLLC submitted a proposal for this project in the amount of $1,218,655.06 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design & Bid Phase Services)

o                     Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, Subsurface Utility Engineering, ROW and Easement Documents, Geotechnical Investigations, Public Involvement, Environmental Investigations, and DGNO/DART Coordination)

                     The preliminary opinion of probable construction cost (OPCC) is $5,680,000 which includes assumed construction inflation contingencies.

                     The fee for basic services is $843,848.20 (14.86% of the OPCC) and the fee for special services is $374,806.86 (6.60% of the OPCC).

                     Design of this project is anticipated to take approximately 10 months to complete and would begin immediately. Construction of the improvements is anticipated to begin in early 2023 and will include a traffic control phasing plan that will seek to complete improvements adjacent to the MMC prior to its completion.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Civil Consulting Group, PLLC for an amount not to exceed $1,350,000. Professional Services under this contract will utilize the following projects and funding accounts:

o                     Project ST2235 - Account 21 - Streets (80%) - $900,000.00

o                     Project WA2235 - Account 20 - Water (10%) - $225,000.00.

o                     Project WW2235 - Account 20 - Wastewater (10%) - $225,000.00.

                     With the approval of this item, $0 will remain in Project ST2235. Additional street revenues required for construction of this project are anticipated to be requested through TIRZ #1. Voter authorized general obligation (GO) bonds will be used, if needed, to supplement any additional funding.

                     With the approval of this item, $0 will remain in Project WA2235. Additional water revenues required for construction of this project are anticipated to be requested through America Rescue Plan Act (ARPA) funds allocated to the City for such eligible project expenses. Utility revenue bonds will be used, if needed, to supplement any additional funding.

                     With the approval of this item, $0 will remain in Project WW2235. Additional wastewater revenues required for construction of this project are anticipated to be requested through America Rescue Plan Act (ARPA) funds allocated to the City for such eligible project expenses. Utility revenue bonds will be used, if needed, to supplement any additional funding.
