RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Halff Associates, Inc. to provide consulting engineering services for the East McKinney Mobility & Transportation Alignment Study Project (Project ST2107) in the amount of $102,500 , as well as all required supplemental agreements thereto, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $120,000.

 

BACKGROUND INFORMATION:

                     On June 2, 2020 the Engineering Department provided a presentation to City Council discussing McKinney Eastside Roadway Connectivity.

                     During this presentation, staff provided an overview of current and planned redevelopment areas generally east of SH 5/McDonald Street, west of Airport Drive, north of Anthony Street, and South of Seneca Boulevard related to the existing street network.

                     Based on the projected redevelopment of this area and the inability of the current street network to support the associated mobility needs long term, staff recommended (with City Council concurrence) that a comprehensive mobility and roadway alignment study be performed which would serve as a basis for future infrastructure improvements in the area.

                     Staff has negotiated as scope of services for the mobility and roadway alignment study which generally includes the following tasks:

o                     Development of a Technical Advisory Committee (TAC) which will coordinate efforts and expertise from various city departments and stakeholders related to the redevelopment of the study area. A visioning charette will be held with the TAC.

o                     Study area site investigations, mapping, and data collection.

o                     Coordination and development of a study area land use/density plan based on the intent of the McKinney 2040 Comprehensive Plan and information on current and future development.

o                     Development of a Traffic Impact Assessment (TIA) study based on the study area land use/density plan.

o                     Development of up to three (3) preliminary illustrative and technically feasible roadway alignment study options and street typical sections for Lamar Street, Virginia Street, East Louisiana Street, and Greenville Road within the study area.

o                     Hosting of one (1) public meeting to present preliminary options to the public and receive input.

o                     Development of a preferred mobility and alignment scenario based on public input received and ability to support future mobility needs.

o                     Presentation of the preliminary and preferred mobility and alignment scenarios at a City Council Work Session meeting.

o                     Presentation of the preferred mobility and alignment scenario for approval at a City Council regular meeting.

o                     Development of a final mobility and alignment study technical memorandum report.

                     Halff Associates, Inc. submitted a response to 18-465FQ for On-Call Roadway Design Services which includes infrastructure planning services.  They were one of twelve firms shortlisted by City Council on October 2, 2018. Halff Associates, Inc. has previously performed roadway alignment studies for the City of McKinney.

                     Halff Associates, Inc. submitted a proposal for this project in the amount of $102,500 which has been reviewed by the Engineering Department.

                     Staff is requesting approval of a not to exceed (NTE) amount of $120,000 in the event minor adjustments in the project scope are required during the study.

                     The anticipated project notice to proceed, pending approval of this item, is January 2021 and services by Halff Associates, Inc. are estimated to be completed in July 2020.

 

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Halff Associates, Inc. for an amount not to exceed $120,000.

                     With the approval of this item, $0 will remain in project ST2107.
