RECOMMENDED CITY COUNCIL ACTION:
• Staff recommends approval of the proposed rezoning request with the following special ordinance provisions:
1. Use and development of the subject property shall conform to “PD” - Planned Development District Ordinance No. 2007-08-072 and “REC” - Regional Employment Center Overlay District, except as follows:
a. The subject property shall be subject to the attached development regulations.
ITEM SUMMARY:
• The applicant is requesting to rezone approximately 20.87 acres of land, located on the southwest corner of Silverado Trail and McKinney Ranch Parkway from “PD” - Planned Development District and “REC” - Regional Employment Center Overlay District to “PD” - Planned Development District and “REC” - Regional Employment Center Overlay District, generally to modify the multi-family residential development standards. Multi-family residential land uses are currently allowed by right on the subject property per the governing zoning district.
• A similar rezoning request for this property was denied by the City Council on December 6, 2012. The applicant has since modified their request to include a modified parking requirement (1 parking space per unit, 30% must be enclosed, plus ½ space per bedroom) and has proposed to adopt enhanced architectural design requirements to ensure that a high quality development is constructed.
• At the May 15, 2012 City Council Work Session, the City Council discussed the existing parking standards for multi-family residential uses (1 enclosed parking space per unit plus ½ parking space per bedroom). At this meeting, the Council generally indicated that they would be comfortable with a modification to the existing multi-family residential parking standards if the overall quality of the development were not diminished. This proposed rezoning request is generally in conformance with the feedback provided by the City Council.
