Conduct a Public Hearing and Consider/Discuss/Act on a Request Submitted by Habitat for Humanity of Collin County to Extend the Term on the Loan Agreement for Project #20-03 to March 31, 2022 and to Amend the Terms of the Grant Award for Project #20-03 as follows: Funding the Construction of Shade Structure through the Reallocation of the Remaining Funds Previously Awarded for a Concrete Surface for Playground, in the Amount of Thirteen Thousand Five Hundred Seventy and No/100 Dollars ($13,570.00), the Reallocation of the Remaining Funds Previously Awarded for Tree Trimming, in the Amount of One Hundred Fifty and no/100 Dollars, and through an Increase in Funding in the Amount of Twenty-Six Thousand Eighty-Seven and 58/100 Dollars ($26,087.58) for an Aggregate Total Award of Thirty-Nine Thousand Eight Hundred Seven and 58/100 Dollars ($39,807.58); and Funding the Construction of a Community Amenity Center through a Grant Increase in the Amount of Two Hundred Fifty Thousand and No/100 Dollars ($250,000.00) resulting in an Aggregate Total Grant of Five Hundred Thousand and No/100 Dollars ($500,000.00). Aggregate of all Additional Funding Requests equals Two Hundred Eighty-Nine Thousand Eight Hundred Seven and 58/100 Dollars ($289,807.58).

ITEM SUMMARY:
• Habitat for Humanity of Collin County has submitted a request to extend the term on Project #20-03 to March 31, 2022.
• Additionally, HFHCC has requested amendments to the loan agreement for Project #20-03 as follows: funding the construction of shade structure through the reallocation of the remaining funds previously awarded for a concrete surface for playground, in the amount of $13,570.00, the reallocation of the remaining funds previously awarded for tree trimming, in the amount of $150.00, and through an increase in funding in the amount of $26,087.58 for an aggregate total award of $39,807.58
• Also requested is funding the construction of a Community Amenity Center through a grant increase in the amount $250,000.00 for an aggregate total grant of $500,000.
• Aggregate of all additional funding requests is $289,807.58.
BACKGROUND INFORMATION:
• Habitat for Humanity of Collin County has been building homes for working, low-income families since its incorporation in 1992.
• HFHCC utilizes a two-pronged initiative for low-income families: construction of new homes; and exterior home repairs.
• Most of the homeowners served are seniors or disabled with both financial and housing needs.
• Habitat’s Neighborhood Revitalization program restores health and safety to older, poorer neighborhoods revitalizing whole communities with a sense of pride, security and dignity.
• Home repair projects through ABWK average $10,000 each and include roof and siding repair, exterior repainting, window and door weatherization or replacement and installing wheelchair ramps in place of front porches where needed.
• The cost for lot purchase and preparation for Habitat Homes in McKinney averages $50,000 and generally takes 12 to 18 months to develop to be build-ready. Costs include replatting, rezoning, lot preparation and infrastructure.
• The Cotton Groves Community will be located on Bumpass Street and will provide townhomes for 35 families constructed from shipping containers. Amenities funded through MCDC grants will include a playground, shade structure and community center.
FINANCIAL SUMMARY:
• MCDC approved a grant in the amount of $773,224 for the Cotton Groves Project in 2020.
• Funds allocated for FY21 for discretionary Project Grants is $1,530,105.
• The project grant application is eligible for consideration by the MCDC board under Section 505.153 of the Texas Local Government Code.
