ITEM SUMMARY: 

                     This Ordinance will accomplish the following:

o                     Establish the reduced speed school zones and a crosswalk for the new elementary school opening in Prosper ISD for the 2016-2017 school year: Hughes Elementary School. 

                     o                     Modify the effective elementary reduced speed school zone times to reflect the changes proposed to the Frisco ISD and Prosper ISD schedules. 

                     o                     Modify the effective reduced speed school zone times to reflect the changes proposed to the upper and lower school schedule at Imagine Charter School.

 

BACKGROUND INFORMATION: 

                     For the upcoming school year, Prosper ISD will open Hughes Elementary School along Prestwick Hollow Drive.

                     The school zone time periods will be consistent with the new Prosper ISD elementary school schedule.

                     The effective times for the reduced speed school zones are established as follows: 

o                     Morning school zones begin 45 minutes before the beginning of school for the day and end 15 minutes after arrival time. 

o                     Afternoon school zones begin 15 minutes before the end of school for the day and end 45 minutes after dismissal time.

                     The location of the proposed reduced speed school zones for Hughes Elementary School are shown in the attached exhibit.  The crosswalk shown on the attached exhibit is the location where an adult crossing guard will be present.

                     A new phase of the Heatherwood neighborhood has been completed extending Bluewood Drive adjacent to Baker Elementary School.  Because of the street extension, the reduced speed school zone for Baker Elementary School is proposed to be extended southward along Bluewood Drive.  

                     The school zone time periods will be consistent with the new Prosper ISD elementary school schedule.

                     The location of the proposed reduced speed school zones for Baker Elementary School are shown in the attached exhibit. 

                      HB 2610 changed the minimum required 180 days of instruction to a minimum required 75,600 minutes of instruction. Prosper ISD responded by extending the school day at all campuses, but Frisco ISD is only extending the school day at high schools and elementary schools.  Frisco ISD did not extend the school day at middle schools.

                     Due to this fact, only Frisco ISD and Prosper ISD elementary schools will be affected by the school day extension in McKinney. The elementary school day will be extended by a total of ten minutes in Frisco ISD and five minutes in Prosper ISD.  

                     The effective times for the reduced speed school zones will be changed to reflect the new Frisco ISD elementary school and Prosper ISD elementary school schedules.

                     Allen ISD and McKinney ISD chose not to change the current school day times.

                     Imagine Charter School will also be extending their school day by thirty minutes for both their lower and upper school. Imagine Charter will still maintain an early release for every Wednesday.

                     The effective time for the reduced speed school zone will be changed to reflect the new schedule for Imagine Carter School.

 

FINANCIAL SUMMARY: 

                     Funds for the signs for this item are available in the operating budget of the Engineering Department.
