RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution
ITEM SUMMARY:
· This Resolution authorizes a professional services contract to provide Design / Build services related to the preconstruction phase of the Airport Maintenance Building located at McKinney National Airport for an amount not to exceed $75,000 and subject to the successful negotiation of terms and conditions.
· Three firms submitted statements of qualifications and were evaluated by City staff from the Airport, Development Services and Engineering departments.
· The two top-ranking firms were interviewed by the evaluation team and the firm of Don Jackson Construction (DJC) Company is recommended for selection for the project.
· Aviation is one of the primary markets that DJC serves and they have completed numerous airport hangars and other pre-manufactured facilities in Texas utilizing design/build as well as other methods of project delivery.
· Don Jackson Construction submitted a proposal to provide preconstruction and construction services related to the McKinney Airport Maintenance Building. Fees and terms are currently under negotiation with City staff. The proposal submitted by DJC included $65,254 for pre-construction services and fees of 6% for construction services.
· Future agenda items will be presented for consideration for the Guaranteed Maximum Price (GMP) and an amendment to this contract for full construction services.
BACKGROUND INFORMATION:
· The McKinney National Airport needs additional space for the efficient and effective operations of airport facilities.
· This space will primarily house all of the necessary equipment and secondarily the required maintenance staff.
FINANCIAL SUMMARY:
· The Resolution authorizes a professional services contract for Design / Build services, for preconstruction services and potential changes to that scope of services, with Don Jackson Construction Company for an amount not to exceed $75,000.
· The McKinney Airport Maintenance Building (AI4315) project is included in the FY14-15 Capital Improvements Program with funds currently available for this contract.
BOARD OR COMMISSION RECOMMENDATION:
· On November 10, 2014, the McKinney Airport Board recommended to City Council that Don Jackson Construction Company be awarded the Design / Build services contract for the Airport Maintenance Building.
