RECOMMENDED CITY COUNCIL ACTION:
• Approval of the attached Resolution.
ITEM SUMMARY:
• The Bonnie Wenk Park Phase I Modifications Project (PK5085) was designed for public safety and an interest in addressing the recreational needs of the neighborhood and adjacent areas.
• The project scope includes items needed to rectify construction issues related to Bonnie Wenk Park Phase I.
• The items included in the bid package were necessary to enhance safety for those using the park roadways, trails, and site amenities. Specific items included in the bid package were:
o Vehicular Bridge Railings
o Safety Railings for Hike and Bike Trail
o Safety Railings at the North Edge of the Amphitheater Platform
o Landscape Boulder Removal and Reinstallation at the Amphitheater
• This project was let on March 29, 2015. Three bids were submitted on April 16, 2015.
• City staff and the City’s design consultant, who prepared the bid package, la terra studio (LTS), recommend the bid be awarded to JDC Construction Company. JDC Construction has been determined to be the lowest responsive and responsible bidder with a total bid of $170,500.00.
BACKGROUND INFORMATION:
• On March 29, 2015, the City issued Bid #15-29CC soliciting bids for professional construction services related to the Bonnie Wenk Park Phase I Modifications Project.
• On April 16, 2015, three bids were accepted from the following firms:
o HQS Construction, LLC (HQS)
Base Bid: $118,129.00 Alt #1 Bid: $30,000.00
o JDC Construction Co. (JDC)
Base Bid: $159,600.00 Alt #1 Bid: $10,900.00
o Schmoldt Construction, Inc.
Base Bid: $177,556.97 Alt #1 Bid: $24,830.40
Although HQS submitted the lowest bid, the firm did not meet the qualifications required for the project. The bid documents require that no more than 30% of the work be performed by subcontractors. HQS indicated 80% of the work would be performed by subcontractors, and the subcontractor list requested in the bid documents was not provided. In addition, there are some documented issues related to HQS and their ability to close projects within the specified contract period.
• City staff and the design consultant both agree that the second lowest bidder, JDC Construction Company, is the lowest responsive and responsible bidder.
• City staff and the design consultant recommend the construction contract be awarded to JDC Construction Company.
• If approved, the contract allows for construction to begin in June 2015 with a September 2015 deadline for project completion.
FINANCIAL SUMMARY:
• The Bonnie Wenk Park Phase I Modifications Project is a FY14-15 Capital Improvements Project funded by MCDC Funds, Collin County Grant Funds, and Park Land Dedication Funds approved for Bonnie Wenk Park Phase I.
• Cost breakdown for Construction Budget Request:
Construction Contract for JDC Const. Co. $ 170,500
Approx. 5% Construction Contingency + 8,525
Requested Construction Budget $ 179,025
• This current funding for Bonnie Wenk Park Phase I carries a balance of $377,289.40, and is sufficient to fund construction of these modifications.
