RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $353,300 with Birkhoff, Hendricks & Carter, L.L.P for professional engineering design services for the Gerrish Pump Station Emergency Generator Project (WA2242), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $410,000.

 

BACKGROUND INFORMATION: 

                     Per the Water Master Plan, Gerrish Pump Station is the primary pump station to deliver water to the City’s 794 pressure plane.  Redbud Pump Station serves as the backup service for the 794 pressure plane.   Gerrish Street Pump Station is the only pump station lacking emergency generators in the event of an electrical power loss.  The emergency generator will be sized to operate all pumps.

                     The City also needs to acquire the pump station’s property from North Texas Municipal Water District to install the generators and proposed future ground storage.

                     Birkhoff, Hendricks & Carter, L.L.P is a design engineer with a proposal for the design, construction, and land acquisition for the operational flexibility needed.

                     Birkhoff, Hendricks & Carter, L.L.P submitted a response to RFQ 21-42 for On-call Utility Design Services.  They were one of thirteen firms shortlisted by the City Council on October 1, 2021. 

                     

Staff has negotiated a project proposal with Birkhoff, Hendricks & Carter, L.L.P in the amount of $353,300. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid & Construction Administration Phase Services)

o                     Special Services (Field Topographic Survey Coordination, Right-of-Way and Easement Documentation, Environmental Investigations, Geotechnical, Cathodic Protection, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) for the city portion is $2,900,000.

                     The fee for basic services is $293,900 (10.1% of the OPCC) and the fee for special services is $59,400 (2.0% of the OPCC).

                     Staff is recommending a 15% design contingency for the project if additional design services are deemed necessary at a later date.

                     Design of this project, including required property acquisition, is anticipated to take 12 months to complete.  Construction is anticipated to begin as early as December 2024 and to be completed by December 2026.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Birkhoff, Hendricks & Carter, L.L.P for an amount not to exceed $410,000.

                     Funds are available in the Capital Improvements Program Project WA2242.

                     With the approval of this item, $1,590,000. will remain in WA2242.
