RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution.
 
ITEM SUMMARY:  
·      This Resolution authorizes a professional services contract to provide Construction Manager at Risk services related to the preconstruction phase of the Aquatics and Fitness Center located at Gabe Nesbitt Community Park for an amount not to exceed $22,000 and subject to the successful negotiation of terms and conditions.
·      Eleven firms submitted statements of qualifications and were evaluated by members of the McKinney Community Development Corporation (MCDC) Board and MCDC staff along with City staff from the Development Services, Engineering and Parks, Recreation and Open Space (PROS) departments.
·      Three top-ranking firms from the eleven firms that responded to the RFQ participated in the second step of the selection process by submitting proposals including their proposed preconstruction services fee, proposed constructions services percent of construction cost fee, proposed general conditions items and proposed schedule.
·      The three top-ranking firms were interviewed by the evaluation team and the firm of Manhattan Construction Company is recommended for selection for the project.
·      Manhattan has completed more than 46 sports and fitness related projects totaling $2.6 billion and 26 million square feet and is the largest sports related builder in Texas.
·      Manhattan Construction submitted a proposal to provide preconstruction and construction services related to the McKinney Aquatics and Fitness Center. Fees and terms are currently under negotiation with City staff. The proposal submitted by Manhattan included $18,000 in fees for pre-construction services. This agenda item addresses preconstruction services only.
·      A future agenda item will be presented for consideration for the Guaranteed Maximum Price (GMP), which will include a 2.25% fee on the cost of the work for Manhattan Construction. This agenda item will be brought forward with an amendment to this contract for full construction services.
 
BACKGROUND INFORMATION:  
·      In a joint meeting with McKinney Community Development Corporation in September 2013, the City Council discussed funding mechanisms for the Aquatics and Fitness Center project.
·      City Council was previously presented a business plan showing program comparisons in April 2011.
·      Brinkley Sargent Architects was awarded a contract for architectural and engineering services for the McKinney Aquatics and Fitness Center in February 2014.
 
FINANCIAL SUMMARY:  
·      The Resolution authorizes a professional services contract for Construction Manager at Risk services, for preconstruction services and potential changes to that scope of services, with Manhattan Construction Company for an amount not to exceed $22,000.
·      The McKinney Aquatics and Fitness Center Project (PK7102) is a FY13-14 Capital Improvements Program funded by general obligation funds, MCDC funds, and parkland dedication funds with funds currently available for this contract.
 
BOARD OR COMMISSION RECOMMENDATION:
·      On April 24, 2014, the McKinney Community Development Corporation recommended to City Council that Manhattan Construction Company be awarded the Construction Manager at Risk services contract for the Aquatics and Fitness Center.
·      On April 10, 2014, the PROS Advisory Board, recommended to City Council that Manhattan Construction Company be awarded the Construction Manager at Risk services contract for the Aquatics and Fitness Center.
