RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution.
 
ITEM SUMMARY:  
·      This Resolution formally rejects all bids received and related to Bid Number 13-27CC for the Construction of Sonntag Neighborhood Park.
 
BACKGROUND INFORMATION:  
·      The Sonntag Neighborhood Park project is located north of Sonntag Elementary School, southeast of the intersection of Westridge Boulevard and Reagan Drive.
·      The park design, completed by LanArc Design, includes two play structures, splash pad, pavilion, parking, and a hike and bike trail loop around the perimeter.
    • Bids were received on June 6, 2013 with a total of 7 bids submitted and Parkscape Construction, Inc. was the apparent low bidder.
    • The Park Board initially recommended to Council to accept this firm as the low bidder, based on staff recommendation.
    • Subsequent to that action, staff identified issues related to the construction: including items such as the potential need for a wider trail, the implications of an incomplete study for the FEMA map revision, potential maintainability of the planting beds, and the need for clarification of details for the site adaptation of the pavilion.
    • These issues needed to be addressed prior to award of the construction contract; therefore, the Park Board's recommendation to award the contract was not forwarded to the City Council for action.
    • Because of the required changes, staff feels it is in the best interest of the City to rebid the project, instead of awarding the bid and processing multiple change orders; therefore, the Park Board has taken action that recommends the Council reject the bids and rebid the revised project.
    • The bids for the revised plans will be submitted to Council later this year.
