RECOMMENDED CITY COUNCIL ACTION:
· Approval of Ordinance.
ITEM SUMMARY:
· This Ordinance repeals the existing Chapter 74, of the City Code of Ordinances in its entirety, and provides a new Ordinance which establishes rules, regulations and procedures for parks and recreation related operations.
BACKGROUND INFORMATION:
· The most recent revisions to the parks and recreation code occurred in 2013;
· Some items in the code were dated as early as 1982;
· Most of the other prior year revisions were made in 2008;
· Revisions made in 2013 were primarily related to the Dog Park and Skate Park;
· No additional updates have occurred since 2013 other than annual fee revisions;
· Updates to the code are needed from time to time;
· The current code includes some requirements and or fees that are obsolete and / or no longer applicable;
· A new code is recommended which combines the pertinent existing requirement with more current information;
· To help organize and simplify the code, repealing and replacing the existing code in its entirety is recommended;
· The new code will include:
o A list of definitions for terms used in the Ordinance
o Parks, Recreation and Open Space Board membership and duties
o Restoration of the Department name to "Parks and Recreation"
o A list of park rules, regulations and procedures
o Procedure for establishing facility use fees and charges
o Park use permit requirements
o Process for naming parks
o Youth Program Standards of Care
· This Ordinance repeals the current Ordinance
