RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve amended Ordinance.

 

ITEM SUMMARY: 

                     The amendment would establish the Office of Emergency Management (OEM) as a separate department of the City of McKinney.

                     The amendment would designate the director of public safety or, in the absence of the director of public safety, the city manager’s designee to supervise city employees of the office of emergency management.

                      The amendment would designate the director of public safety or, in the absence of the director pf public safety, the city manager’s designee to serve as a secondary point of contact for emergency management on behalf of the city. 

                     The emergency management coordinator shall remain the primary point of contact for emergency management on behalf of the city. 

 

BACKGROUND INFORMATION: 

                     The McKinney Office of Emergency Management was created and established in 2008 in accordance with Sections 19 and 34 of the Home Rule Charter of the City of McKinney, Texas, and Chapter 418 of the Texas Government Code. (Ord. No. 2008-02-13, § 3, 2-19-2008)

                     The Office of Emergency Management has been a division of the City of McKinney Fire Department since its inception with the fire chief serving as a secondary point of contact for emergency management on behalf of the city.

                     The Office of Emergency Management’s focus is to reduce McKinney’s vulnerability to hazards and enhance capacity to cope with disasters by coordinating and integrating, with all city departments, all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

 

FINANCIAL SUMMARY: 

                     McKinney Office of Emergency Management budget has its own Division account code (3225) within the McKinney Fire Department budget. OEM budget will be moved out of all Fire Department budget establishing stand-a-lone OEM budget in FY2023-24 budget process.
