ITEM SUMMARY: 

                     The city is completing the administrative requirements to change use of funds between CDBG and CDBG-CV programs and finalizing the extension of health service CDBG-CV agreements to FY 2022.  McKinney is a recipient of annual funds under the Community Development Block Grant (CDBG) and received an allocation of CDBG-CV funding from the CARES Act in 2020.

                     A substantial amendment is required for changes in the use of funding or cost; the administrative adjustments impact the reporting periods of October 1, 2020 - September 30, 2021 (PY 2020) and October 1, 2021 - September 30, 2022 (PY 2021). All activities are approved under the FY 2022 Annual Action Plan.

 

BACKGROUND INFORMATION: 

                     The CDBG program provides public services, community development and housing activities principally to assist low-to-moderate income persons and households. All CDBG-CV funds must meet those requirements and used to prevent, prepare for, and respond to the coronavirus, limited to necessary and reasonable costs while meeting the national objectives and requirements under the Community Development Block Grant program. The city approved the FY 2022 Annual Action Plan, which includes both CDBG and CDBG-CV activities.

                     To complete amendments that include funding category and grant extension changes, the city is under a public comment period to receive input between the period of September 19, 2021 - October 20, 2021. Written comments must be received by the close of business on October 20, 2021. Thereafter, the city will submit all amendments and comments to HUD for review. Program performance updates are provided at meetings of the Community Grants Advisory Commission;

the city conducts hearings on Annual Performance review of all activities after the close of the city’s fiscal year annually in December.

 

                     Amendments

o                     (Change in use of funds and category from CDBG-CV to CDBG):  Use of funds change for a portion of funds, previously categorized as CDBG-CV housing rehab (PY 19, $401,328) under ordinance no. 2020-12-084, changes to CDBG program and used for three pilot programs: CDBG Community and Neighborhood Investment Programs: McKinney Legacy Neighborhood Improvements, Rental Home Repair Program and McKinney Affordable Housing Infill programs.  City Council approved use and held public hearings June 15, 2021, and August 3, 2021. 

o                     (CDBG-CV Grant Agreement Extension): Extend CDBG-CV subrecipient agreements and funding for the Maurice Barnett Geriatric Wellness Center, Inc. dba Wellness Center for Older Adults supporting senior citizens and the McKinney Fire Department Telemedicine program from ending September 30, 2021, to September 30, 2022 (FY 2022) to complete the Health Services CDBG-CV program. 

 

 

FINANCIAL SUMMARY: 

                     No impact to General Fund. CDBG and CDBG-CV funding included in approved FY 2022 city budget on September 7, 2021.
