RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to Execute a Landscape Maintenance Agreement with the State of Texas, Texas Department of Transportation (TXDOT) for maintaining the median landscape associated with the FM 2478 (Custer Road) Project.

 

BACKGROUND INFORMATION: 

                     TxDOT is currently reconstructing Custer Road from Stonebridge Drive to US 380 (University Drive) and is scheduled to be completed in May 2012. 

                     Recognizing this corridor as a high-profile location, TxDOT and the City are developing construction plans for the installation of landscape improvements within the medians of Custer Road through a program created by TxDOT to improve roadway aesthetics and to offset the effects of highways.

                     The median project includes planting beds with ornamental trees and shrubs at median noses located at intersections and high visual impact areas.  The remainder of the median will be canopy and ornamental trees set within turf grass.

                     The TxDOT Green Ribbon Program provides funding for the installation of landscape improvements along recently completed state roadway projects where a local jurisdiction agrees to maintain the landscape improvements. 

                     To participate in the Green Ribbon Program, the City must execute a Landscape Maintenance Agreement with TxDOT. 

                     The terms of the Landscape Maintenance Agreement are as follows:

o                     TxDOT will construct the landscape improvements including trees, shrubs, turf plantings, irrigation systems, and other aesthetic elements.

o                     The City will provide the on-going maintenance of the landscape improvements.

 

FINANCIAL SUMMARY: 

                     The FM 2478 (Custer Road) annual landscaping maintenance costs for FY 2012-2013 will be approximately $5,000.
