RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:

This resolution authorizes the Interim City Manager to execute an Engineering contract in the amount of $70,400.00 with Freese Nichols, Inc. (FNI), as well as all required supplemental agreements for a study and analysis of an urban drainage area in the area roughly bounded by W. University Drive, Coleman Street, W. Erwin Street, and N. Morris Street as shown on the attached map.  The total aggregate contract amount, including any supplemental agreements is not to exceed $75,000.00.

BACKGROUND INFORMATION:

In May of this year the above referenced area experienced an intense rainfall event.

Several parcels and homes were impacted by stormwater that overtopped the curbs.

Staff desires to analyze the area to determine the capacity of the existing storm drain system and the financial impact of upgrading the system.

Freese Nichols has performed similar studies for several entities in the metroplex and state wide, therefore staff requested them to provide a proposal to perform the work.

FNI will analyze the existing system based on several levels of rainfall, determine the improvements necessary to bring the system up to standards, the cost associated with those improvements, and the potential damage cost avoided if the improvements are made.

Staff feels that FNI’s proposed fee of $70,400.00 is reasonable and recommends approval of the resolution.

FINANCIAL SUMMARY:

$75,000.00 will be charged to Account 006-4505-503-8516 (Surface Water Drainage Utility Fund)

The purchase order will not be issued and the account will not be charged until after October 1, 2015.  At that time, a budget adjustment will be made.
