RECOMMENDED CITY COUNCIL ACTION:
·      Provide direction to Staff on how Council would like to proceed with the project and approve action on one of 3 options for the TR3215 construction bids.
      Option 1:  Reject all bids and do not pursue project further.
      Option 2:  Reject all bids and re-bid only 4 intersections next Spring.
      Option 3:  Approve contract resolution and concurrent resolution amending the 2015-2019 Capital Improvements Program to construct project this Summer.
 
ITEM SUMMARY:
·      Option 1:  Reject all bids and do not pursue the project further.  This option would free up approximately $600,000 for other CIP projects.
·      Option 2:  Reject all bids and re-bid the project next Spring for 4 of the 8 intersections.  This option would allow the City to construct the 4 intersections near Caldwell Elementary along Virginia and Louisiana Streets next Summer within the current project budget.
·      Option 3:  Approve the Resolution authorizing the Interim City Manager to execute a contract and all necessary change orders with Pavecon Public Works, L.P. for the construction of all 8 intersections contained in TR3215 Virginia Street and Louisiana Street Traffic Calming Improvements Project from Graves Street to College Street for a total amount not to exceed $830,000.  This option requires the approval of the concurrent resolution amending the 2015-2019 Capital Improvements Program and authorizing additional funding for this project.
 
BACKGROUND INFORMATION:
·      Brown & Gay Engineers performed the traffic analysis and prepared the construction plans for this project.
·      Three (3) bids were received for this project on April 9, 2015.  The following is a summary of the bids:

·      Pavecon Public Works, L.P. submitted the low bid in the amount of $722,391.11.
·      Pavecon Public Works, L.P. submitted references and qualifications that were verified in accordance with the bid specifications.  This will be the contractor's first project with the City of McKinney.
·      If the Council choses Option 3, the contract documents require that this project achieve final completion in 110 calendar days after issuance of the Notice to Proceed, which is expected to be issued no later than June 8, 2015.  The 4 eastern intersections (Phase 1) are expected to be complete in August 2015 before school begins; the 4 western intersections (Phases 2 & 3) are expected to be complete in September 2015 before Oktoberfest.
·      The current TR3215 project budget has approximately $600,000 available for construction, materials testing, RAS, and contingency.  The design consultant's opinion of probable cost for construction was approximately $500,000.  As the April bids for this project have exceeded the available funds, additional funds need to be added to the project budget in order to proceed with the work this Summer.  These funds are currently available from project savings on two completed projects (ST7128 & ST6091).
 
FINANCIAL SUMMARY:
·      CIP Project No. TR3215 has approximately $600,000 available for the construction of this project.
·      The Resolution for Option 3 authorizes a contract and all necessary change orders with Pavecon Public Works, L.P. for an amount not to exceed $830,000.
·      Upon approval of the concurrent resolution amending the 2015-2019 Capital Improvements Program, funding will be available in the Capital Improvements Program ST7128 ($195,000) and ST6091 ($35,000) totaling $230,000.
 
·      With approval of the contract resolution and concurrent resolution amending the 2015-2019 Capital Improvements Program, $195,000 will be encumbered from ST7128 (no funds remaining) and $35,000 will be encumbered from ST6091 ($265,000 remaining) for construction.
 
·      The Resolution for Options 1 and 2 rejects all current bids for TR3215 Virginia Street and Louisiana Street Traffic Calming Improvements Project (Bid No. 15-46CC).
