ITEM SUMMARY: 

                     This Ordinance establishes a speed limit on the following roadways:

                     o                     C.R. 164 (future Bloomdale Road) a speed limit of 45 mph. 

                     o                     C.R. 331 (Woodlawn Road) a speed limit of 45 mph.  

                     o                     C.R. 722 (Enloe Road) a speed limit of 40 mph.    

 

BACKGROUND INFORMATION: 

                     Many country roadways continue to fall under the prima facie speed limit established by the Texas Department of Transportation for rural roadways which is 60 mph. 

                     The Collin County Staff conducted speed zone studies along several country roadways including C.R. 164 (future Bloomdale Road), C.R. 331 (Woodlawn Road) and C.R. 722 (Enloe Road) to evaluate the current speed limits and make any adjustments to the speed limits if needed. 

                     When developing a recommendation for a speed limit, the following factors should be considered: 

                     o                     The design speed of the roadway.  

                     o                     The measured 85th percentile speed.  

                     o                     The established speed limit on adjacent section of the same roadway.  

                     o                     The adjacent land uses along the roadway.

                     Since many country roads are 2-lane asphalt roadways in rural settings, it can be difficult to evaluate some factors. Therefore Collin County Staff relied heavily on the 85th percentile speed studies to establish the speed limits. However, Collin County Staff took into consideration the geometry of the roadway.

                     Speed studies were conducted over several months in 2015. The 85th percentile speed were determined to be 52 mph for C.R. 164 (future Bloomdale Road), 48 mph for C.R. 331 (Woodlawn Road), and 50 mph for C.R. 722 (Enloe Road).    

                     Due to the above factors, Collin County Staff proposed a speed limit of 45 mph on C.R 164 (future Bloomdale Road), a speed limit of 45 mph on C.R 331 (Woodlawn Road), and a speed limit of 40 mph on C.R 722 (Enloe Road).

                     On March 21, 2016, Collin County Commissioner Court established the speed limits per the recommendation of Collin County Staff for these county roads.

                     In April 2016, Collin County requested the City of McKinney adopt an Ordinance to establish a similar speed limit on the portions of C.R. 164, C.R. 331, and C.R. 722 within the jurisdiction of the City of McKinney.

                     By establishing a speed limit of 45 mph on C.R 164 (future Bloomdale Road), a speed limit of 45 mph on C.R 331 (Woodlawn Road), and a speed limit of 40 mph on C.R 722 (Enloe Road), the speed limits will be consistent along the entire length of these county roadways in both jurisdictions of the City of McKinney and Collin County. 

FINANCIAL SUMMARY: 

                     Funds are available within the City of McKinney Engineering Department to install any speed limit signs along these county roads within the City of McKinney jurisdiction.
