ITEM SUMMARY:
• The Interlocal Agreement (ILA) provides for the City and District to split the initial costs of installing an Outdoor Warning Siren at a location mutually agreed to by both parties. Once operational, the City would be responsible for the ongoing upkeep and maintenance of the Outdoor Warning Siren and all associated costs.
• Installation of the Outdoor Warning Siren shall commence within twelve (12) months of an executed agreement.
BACKGROUND INFORMATION:
• McKinney's Outdoor Warning Siren (OWS) system is designed to notify persons who are outdoors to move inside and seek more information regarding potential hazards, weather and other emergencies.
• The system is maintained by the McKinney Office of Emergency Management and comprises 28 sirens located throughout the city to sound alerts.
• The OWS activation criteria are as follows:
o When a severe thunderstorm warning has been issued by the NWS predicting hazardous conditions such as large hail (1 ½ inches or greater based on storm history and trained spotter verification), destructive winds (70 mph or higher), or other hazards requiring immediate protective actions in order to save lives and property.
o When a tornado warning has been issued by the National Weather Service (NWS) for Collin County naming McKinney in the path.
o When a tornado has been sighted and confirmed in McKinney or is near the City.
o When a chemical spill / release presents public exposure and potential harm.
o When a state or national emergency is declared by the governor or president.
o When appropriate for other emergencies.
o The first Saturday of each month at noon for testing, weather permitting.
• The District has approximately 1185 acres zoned for single family residential use which will account for roughly 4,000 residential homes at build-out. About 1500 residential homes and Fire Station 10 have been completed and one commercial site approved. The District does not have an Outdoor Warning Siren to notify persons who are outdoors to move inside and seek more information regarding potential hazards, weather and other emergencies.
FINANCIAL SUMMARY:
• The City shall initiate a purchase order for the delivery and installation of a new Outdoor Warning Siren at a location mutually agreed to by both parties. The District shall reimburse the City upon the City’s execution of the purchase order for one-half of said total costs, in an amount not to exceed $35,000.00.
• Estimate for a new 10-cell omni-directional OWS (turnkey to include siren and associated components, radio and programming, and geotechnical engineering services is $68,000.00.
• Funding for this item is available in CIP project FI1734. With the approval of this item, $166,892 will remain in FI1734.
• The City agrees that it shall be responsible for all ongoing maintenance and upkeep of the outdoor warning siren and shall bear all costs associated therewith.
• The City uses a Master Whelen Dealer for annual preventative maintenance (PM) and shall add the District OWS to the preventative maintenance schedule with an estimated annual PM increase of $1,000.
