RECOMMENDED CITY COUNCIL ACTION:      
·      Adoption of Resolution.
 
ITEM SUMMARY:  
·      This Resolution authorizes the adoption of the Wastewater System Master Plan.
 
BACKGROUND INFORMATION:  
·      An update to the City's Wastewater Master Plan has been completed by Birkhoff, Hendricks & Carter, L.L.P. (BHC).
  • The Wastewater Master Plan provides information for sizing of the wastewater mains.
  • Analyses were completed for the years 2012, 2022 and build-out wastewater system conditions.  Model calibration was based on actual field data including BHC's Inflow and Infiltration meter data and NTMWD meter data.
  • The plan is based land use assumptions and population projections prepared by the Planning Department.
  • The 2012 Wastewater System Master Plan revisions compared to the previous master plan are:
    • Future wastewater facilities were sized to accommodate ultimate population and employment projections operating under peak flow conditions.  
    • Additional flow monitoring data was obtained.  Twenty Four (24) temporary meter locations were established city wide and data was obtained from March 23, 2013 to May 31, 2013.  Four (4) rain gauges were also deployed to collect rainfall intensity and distribution data during rain events.
    • Updated the existing collection system network to reflect recently completed lines.
    • This master plan established flow rates for each metered basin.  These flow rates were often lower than previous master plans, due to water conservation efforts and other factors.  These reduced flow rates allowed many pipe sizes and lift stations capacities to be reduced.
  • Minor revisions to this master plan may occur prior to the next update due to the dynamic aspects of the plan i.e. wastewater line routes.
