RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.
ITEM SUMMARY:
· This Resolution authorizes a professional services contract to provide architectural and engineering services related to the design and construction of the Aquatics and Fitness Center located at Gabe Nesbitt Community Park.
· Eleven firms submitted statements of qualifications and were evaluated by members of the McKinney Community Development Corporation (MCDC) Board along with City staff from the Engineering and Parks, Recreation and Open Space (PROS) departments.
· From the eleven firms that submitted, the four top ranking firms were interviewed by the evaluation team, and the firm of Barker Rinker Seacat Architecture (BRSA) received the highest ranking.
· Negotiations proceeded with BRSA for design fees as well as contract terms and conditions; however, a mutually acceptable agreement with BRSA could not be reached and negotiations were formally terminated on January 8, 2014.
· Brinkley Sargent Architects (BSA), an award winning architectural firm based in Dallas, Texas, was the second ranked interviewed firm and subsequent to the formal termination of negotiations with BRSA, negotiations proceeded with BSA.
· Brinkley Sargent Architects has submitted a proposal to provide professional architectural and engineering services related to the design and construction of the Aquatics and Fitness Center in an amount of $2,524,430.
BACKGROUND INFORMATION:
· In a joint meeting with McKinney Community Development Corporation in September 2013, the City Council discussed funding mechanisms for the Aquatics and Fitness Center project.
· City Council was previously presented a business plan showing program comparisons in April 2011.
· Brinkley Sargent Architects was previously awarded a design contract in November 2008 and presented the Recreation and Aquatics Feasibility Study to City Council in June 2009 and presented an updated version to MCDC in August 2013.
FINANCIAL SUMMARY:
· The Aquatics and Fitness Center Project (PK7102) is a FY13-14 Capital Improvements Program funded by general obligation funds, MCDC funds, and parkland dedication funds.
· The Resolution authorizes a professional services contract for architectural and engineering services, including potential changes to the scope of services, with Brinkley Sargent Architects for an amount not to exceed $2,650,250.
BOARD OR COMMISSION RECOMMENDATION:
· On January 23, 2014, the McKinney Community Development Corporation recommended to City Council that Brinkley Sargent Architects be awarded the professional architectural and engineering services contract for the Aquatics and Fitness Center.
· On February 13, 2014, the PROS Advisory Board, recommended to City Council that Brinkley Sargent Architects be awarded the professional architectural and engineering services contract for the Aquatics and Fitness Center.
