RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes a professional services contract to provide parking consulting services related to the evaluation of multiple potential sites for a Downtown Parking Structure to be located in the Downtown MTC District.
* This contract will result in a specific recommendation for one of the two proposed and evaluated sites.

BACKGROUND INFORMATION:
* Six firms submitted statements of qualifications and were evaluated by City staff from the Development Services, Engineering, Planning and Purchasing departments.
* From the six firms that submitted, the three top ranking firms were interviewed by the evaluation team, and the firm of Carl Walker, Inc. (CWI) received the highest ranking.
* Carl Walker, Inc. is an award winning, nationally recognized engineering and parking consulting firm based in Kalamazoo, Michigan with multiple office locations including Frisco, Texas.
* Carl Walker, Inc. has submitted a proposal to provide professional parking consulting services related to the evaluation of two potential sites for a Downtown Parking Structure in an amount not to exceed $75,000.

FINANCIAL SUMMARY:
* The site evaluation phase of the Downtown Parking Structure Project (FC1203) is in the FY15-16 Capital Improvements Program funded by general obligation funds.
